Abstract: - This Paper basically contends that; ‘almost all of the economic crimes popularly known as corruption, occurs primarily because of the economic system facilitating surreptitious or illicit money transactions. The CASH MONEY PLAYS THE KEY FACILITATOR ROLE, as it enables the unscrupulous people to make the illicit money transactions and keep it without leaving any concrete records or evidences so to escape from its public, legal scrutiny. It is also called as "Willful Hiding# or concealment of money. Thankfully the good news is that the Information Technology (IT) today with its innovative “Electronic (E)Money Transaction” including its most recent Near Field Communication (NFC) mobile phone money transaction technology, if made mandatory in combination with ‘Bio-metric Identity’ in all bank accounts, can enable the Governments to root-out most economic crimes, as well as the other crimes. Only if there is a political will to get it done’.

Introduction:

Thanks to the Information Technology (IT) era that our world galloping in today. With its wide-spreading broadband Internet connections, ushering in a new economic age of E-commerce, E-business. Most important is its innovative electronic or the e-money (“credit card” its partial form) transaction technology, IN WHICH THE MONEY PAYMENT/RECEIPT IN-BETWEEN ANY TWO PARTIES NECESSARILY CONDUCTED THROUGH A “THIRD PARTY”, A BANK OR FINANCIAL INSTITUTION THAT PROVIDES THIS MOST IMPORTANT “FINANCIAL SERVICE” AND IN THE PROCESS ALL ITS MONEY TRANSACTION “INFORMATION” GETS INSTANTLY RECORDED in the digital data storage of this registered public financial institution (Bank). Under which it is impossible for anyone to cheat, deny or hide the true accounts of their money and all its transaction track records. Thereby when ordered for its legal enquiry, public investigation of economic crimes, all the money transaction records can be made available before the judicial authorities and the general public to prosecute and punish the guilty behind any reasonable doubts. This provides the historical opportunity to the Governments to completely Root-Out most (if not all) of the economic crimes or corruption from the human society.

Traditional Reason For Hiding CASH Money -- Its Main Drawback:

Traditionally the genuine reason for people to keep their money hidden and not to display its true amounts to the public is to PROTECT it from getting stolen, burgled or looted. Most importantly the fear of getting robbed, or lost while carrying it around for the transaction. Nevertheless, from ages the cash money remained indispensable or quintessential for the economy to conduct the value (commodity) exchange or the trade most efficiently. However today this newly emerging innovative Electronic Money Transaction (EMT) system can fulfill all the needs of the traditional CASH money transaction far more efficiently. Together with, it would entirely remove all such potential threats or the genuine fears of robbery, stealing, theft, by this revolutionary digital monetary system.

By the way, the main drawback of the traditional cash money transaction is that it is impossible practically to keep and maintain the records, accounts of ALL cash money transactions occurring in every place and at every time 24 hours in a day and 365 days in a year for all its legal, public scrutiny. Its paper work and storage cost alone would be so enormous let alone its labor cost of keeping the accounts and other factors. It is only the Information Technology today with its revolutionary E-money transaction record keeping system, practically enables the society to accomplish it. This document marks its beginning.

Money Basically A Public TRUST:

Money is basically a public TRUST. It puts a social responsibility and the legal obligation on all those who owns it over and above a given (taxable) limit that they should maintain and submit its truthful accounts before the designated public authorities for its due legal scrutiny and not to use it for any unlawful, illicit purposes. However in the conventional cash money delivery between any two parties got no such effective mechanism to monitor and record the money movements and know all its present locations all the times to prevent it from getting misused. Along with its cheating and depriving the public revenue it also puts the other people around in the money market competition into a very disadvantageous position thus pressurizes, encourages or tempts many among them also to commit such crimes. Same is true with other economic crimes and the most common among is the BRIBERY. There are number of other notorious economic crimes like money extortion, money-laundering, narcotic or illegal drug trade, human-trafficking, kidnapping for ransom money etc, I will come to some more of them in the latter sections. It is mainly due to the cash money (currency) basically having this “concealable” property that gives its possessor the ability to hide it from its legal scrutiny thus amass huge amount of illicit or black money and wealth. It begins to spoils the entire economic system, start to breed corruption. Corruption breeds more corruption, crime begets crime.

Cyber Technology Great Promise To Root-Out Corruption:

The world today speeding fast into the digital money cyber economic era. E business’s (Amazon, e-bay), Credit Cards, ATMs getting popular everywhere. However most of the every day money transactions buying and selling trade payments still dominated by the century old printed paper cash currency notes, which is getting more and more inefficient, burdensome and getting corrupted day by day in the face of the sheer volume of growing economy. The economic crimes get boosted with the progression of cyber economy where huge sums of ill-gotten money can be transferred from one bank to another banks through fake or bogus bank accounts Credit card frauds, banking frauds, huge financial scams getting out of the national governments control, many times spiraling into deep economic crisis’s. Corruption, poverty, unemployment and the INFLATION everywhere! The public demands the government to control it, blames it for the failure and elects a new government. The new government comes with the promise to control it but no governments able to do it so far. Fortunately however now the same cyber technology that gives the worlds Governments the nightmare of growing economic crimes at the same time can also offer a great cyber technological or IT solution to prevent all the economic crimes.

The emerging digital money transaction cyber technology if combined with another advancing cyber technology of the Biometric Identity in the world banking or financial field can effectively deter and get rid of almost all the corruption that happening today. In fact establishing a cyber based financial network system with biometric identity not only plausible but INEVITABLE IN THE FUTURE! In this regard, most importantly the ubiquitous cell phones going to play a major role in making all money payments in the future as the experts predict “Cashless Future” with the mobile phones equipped with the NFC (Near Field Communication) chips can revolutionize the entire money payment transaction system in the financial sector. These cell phones conduct everyday peoples money transactions big or small with their unassailable biometric identity password crucial in preventing the identity fraud so make a safe and secure digital money payment. This enables the Governments to bring in the two most important IT Anti-corruption measures that could completely root-out corruption from the world.

The Two Main IT Anti-Corruption Monetary Measures

1).Introduce Mandatory Biometric Identity (MBID) in All Bank Accounts:

The first and foremost important IT Anti-Corruption Monetary Measure that I call upon the Government is to introduce a compulsory or Mandatory Biometric Identity (MBID) along with the name address and signature in all bank accounts. Thereupon it should be extended into the registration of ownership of all valuables, properties, assets, wealth document records.

The most important principle of having a MBID for securing or obtaining the bank accounts is to prevent the fake or bogus identity fraud in it. With the MBID one can immediately identify and find out every bank, financial accounts of a (any) person accused of committing an economic crime (be it a tax evasion, bribery, embezzlement and the whole range of it including terrorist financing). Searching it out with a pin-point (BID) accuracy among those banks, properties billions or trillions of records. It is impossible to anyone to fake their Biometric Identity. So the MBID in all bank accounts is the most important perquisite to root-out corruption.

2).Bring-in Mandatory Electronic Money Transaction (MEMT) Replacing The Cash Currency:

Make it mandatory or obligatory on all people to conduct their every money receipt/payment above a given amount in the form of electronic money transaction through their bank to the others bank account, replacing the old traditional cash paper currency. Most importantly in case they make the cash currency deposits or withdrawals above the given amount then it should undergo enquiry about its detailed accounts and bills. Also the payments for things, services, materials pertaining to important security matters (cell phones, credit cards, recharge, rentals, travels, weapons, explosives etc.) should be only conducted through the e-money or the credit card even its amount remains below the given mandatory money transaction sum. In this MEMT setup, the money payment in bank cheques (Check) to others accounts by all means remains perfectly legitimate.

To make the MEMT more effective as an extension, the Governments needs to phase-out or gradually withdraw the higher denomination currencies from the public. The higher denominations currencies have been conveniently used or grossly misused or end up in committing most and major economic crimes. Besides the absent of it would greatly promote the MEMT due to its various contributing factors including the enquiry placed on the cash currency deposit and withdrawals and the MEMT in the security matters. Most importantly however the banks should continue to have those higher denomination currencies even of very high values; a hundred thousand, million even a billion (Dollar, Euro etc) denomination currency bills. However they should be restricted mainly to exchange only between the banks, financial or the monetary institutions.

All BID Supervision Should be Under The Central Social Security Office

The MEMT economic system most importantly requires all people in a nation should have a single universal Social SECURITY Number (USSN) or Individual Person Surety Number or whatever the professional experts like to call it based on each individuals Biometric Identity (BID) mainly for securing or ensuring all their bank financial accounts. Of course, a person may have a number of accounts in several banks at any or many places in the nation but they all should basically identified with their single undeniable BID along with their name address and signature in the Central USSN office. Its main task, first and foremost, it should periodically (monthly, yearly) check and crosscheck all the BID’s of every bank accounts of the nation registered and updated (birth, death) in its central BID data storage server to absolutely make sure under the professional supervision that there is not any kind of BID frauds in the banks. Secondly, it should have the basic authority to access the nations each individuals existing bank financial accounts in details when needed (ordered) for the legal, public investigation of economic crimes. Importantly as well, all the tax eligible people, businesses in the nation should submit their total annual income, including the property accounts (like filing income tax return forms) and pay all their taxes under its jurisdiction. Be it the nations top leaders, presidents, prime ministers, corporate tycoons, CEO’s, down to the common man. All should come under this network of the USSN office jurisdiction system. Together with that authority, it should also have the prime responsibility providing the basic social security, employment or the minimum income guaranty, health insurance, educational aid for every one specially for the weaker sections of the society.

All valuable items a person, organizations, institutions owning registered as property with its records under the USSN’s income tax office.

Such a mandatory electronic money transaction economic system operating under the USSN network that keeps accounts of almost every money transaction would make all individuals and the businesses financial accounts completely open or transparent before the legal or the public scrutiny. It would basically dissuade or deter people from engaging in any of the economic crimes or corruptions because that essentially leaves the electronic money trail as clear evidence that could be impossible for anyone to get-rid-of.

Some Main Economic Crimes IT Could Prevent:

Tax fraud and the bribery are the two major economic crimes that this MEMT can undoubtedly prevent. Apart from it, the counterfeit money, money-laundering, kidnapping ransom money payment, the cash money robbery/theft/ stealing, etc., will become a thing of the fast in a fully pledged MEMT system where there is absolutely no printed paper Cash currency money to carry it out in the first place! Black marketing, illegal hording, all kinds of smuggling, human trafficking, narcotic or illegal drugs trade, weapons, mafia, ‘Terrorist Finance’ etc., every one of those accounts will be absolutely exposed with pin-point accuracy under the BID based MEMT economic system (explained above) so those culprits days will be numbered.

Credit card fraud/fake/theft, or the fear of getting it lost and its misuse mostly will disappear. With its BIDN/MEMT network system in place it would be highly difficult for the fraudsters to buy things online with complete anonymity or to commit any of the credit card crimes and to get away with it. After all in such electronic money network system all proceeding money transactions can be immediately traced back to its preceding accounts and all the other accounts that transacted with it would reveal its all round true connections.

Corporate business scams, misappropriation of public funds, misuse in the public distribution system, developmental project money embezzlement, poverty scheme money swindling, buying of the bureaucracy, police, judiciary, politician for money, none can escape from this constantly vigilant digital money surveillance or scanning technology. On the other hand it could also prevent those malicious, false accusations, allegations of economic crime, corruptions.

It is not possible for me to list out all those economic crimes that it can prevent, in this document. Nevertheless I should finally mention a most important point briefly in this regard. The root-cause of most of the property crimes, murders, sex crimes, social injustices, environmental degradation, violent retaliations many (if not most) times, motivated by or against the surreptitious or the shrouded money transactions that the traditional cash money transaction economic system allows. Replacing it with this new and transparent MEMT economic system can greatly prevent it. Besides all of which, as a bonus, it can also provide the government with an entirely new kind of financial control device to check inflation, stock market crash etc economic crisis's. Not to mention, many (if not most) times the main cause of it lies in the corrupt or unscrupulous trading practices.

Anti-Terrorism: MBID/MEMT To Track Down Terrorist

Besides combating corruption, a fully pledged MBID/MEMT can also work as powerful Anti-terrorism machinery, which can tremendously help the government security agencies to track down the criminals specially the terrorist. When a terrorism investigation ordered, this system can concretely (electronically) trace back every day PHYSICAL movement, location, phone call, contact of the suspect based on his/her every day buying and the money payment for things, services, material that he /she had made, which includes any such things that the suspects left behind the crime scene. This MBID/MENT network leaves behind an unmistakable physical evidence electronic trail on whatever things it touches, which is impossible to get rid off.

By the way, the MBID/MEMT system works quite differently or more fully in combating terrorism than in combating corruption. In the former the entire money transaction (or the absence of it) in the suspect bank account can show the concrete evidence to prove or disprove the involvement in the given crime but in the latter it is only the illicit money transaction that can prove or disprove the corruption.

Poverty Eradication Achievable Within Few Years:

Poverty eradication would become a definitely possible and achievable goal under this MEMT system within a few years. First of all as I mentioned it before, the prime responsibility of the USSN is to provide the basic social security, employment, the minimum income guaranty, basic food, shelter, education health for all people and the government will have enough money needed to do it. Just imagine the amount of money when almost all tax revenues gets collected by the prevention of all the tax evasion or the fraud alone! It could provide more than enough money for poverty eradication programs. At the same time the USSN system with it biometric ID, would mostly prevent the unscrupulous people from swindling the welfare aid money in the name of poor. Moreover when the basic ground of all those economic crimes gets removed, most of the money that used to drain into that corruption channel, now redirected into the legal economy and into the social developmental programs.

Legitimate Businesses Nothing To Fear:

People who conduct honest, responsible business practices have nothing to fear from this MEMT economic system. In fact, it can very much fulfill the vision of the UN Human Rights Principles particularly the UN Global Compact tenth Principle, which specifically sates: “ Businesses should work against corruption in all its forms, including extortion and bribery”. Responsible businesses would rather greatly benefit from it, because it would create a very conducive atmosphere to practice a corruption free, progressive economy in the absent of the corrupt, criminal enterprise (tax fraud, bribe, extortion, etc.) as the latter are the worst enemies of the honest businesses. Most important of all is that there will be no restrictions or limits imposed on people in their legitimate money earnings; profit making or owning money or property of any huge amounts. One can be a billionaire or a trillioniar, provided all their businesses money transaction remain “TRANSPARENT” under, the MEMT and that information remains open to the democratic public, USSN's legal scrutiny. In fact the Government should encourage businesses, small and big, by providing them with more opportunities, removing many of those trade barriers, hurdles and most importantly by lowering the taxes.

Only Unscrupulous People Will Get Terrified:

It is only the unscrupulous people who engage in the economic crimes, corruptions, illicit business, will get terrified of it because this MEMT leaves behind the concrete records of the electronic money trail as clear as day the light so they can no longer cover-up its tracks and conceal their crimes, so will be caught with its clear evident get duly prosecuted and sent to prison.

Both Are Complimentary For Each Others Success:

Of course this MEMT economic system perhaps may face some difficulties in its infant or initial stages. It also depends up on place-to-place and countries to countries. It will depend on their social economic and the political system and its development. Nevertheless it is far simpler and easier to implement in the industrially advanced countries as its basic infrastructure already in place there so the developing countries obliged to follow it. In fact it is far easier to implement compared to those tens of thousands of those cumbersome anti-corruption laws! The fundamental difference between the two is that the MEMT is a single wholesome technological solution based on almost fail-safe advanced technology while the latter are hundreds of years old antiquated legal solutions so much fraught with numerous human error and complications. Surprisingly however now they both seems complimentary for each success in the future.

It Needs “Political Will” To Get It Done

It would not intrude in the peoples private or personal life compared with the other electronic devices that are being used in social security for ex; the CC camera's. It would be more like people having a most important cell-phone ID number. There are already more stringent legislations in place that rules, laws that the citizens made to obey as they are legally obliged to submit all their property, money transactions, true accounts before the public or the legal authorities and not to engage in the economic crimes. Today there exist this innovative electronic credit card digital or E-money transaction technology to make it happen. It is now for all the people to see to it that this innovative IT develops to its fullest productive potential that includes its deployment in the prevention of almost all economic crimes, corruptions. What is really needed is the political will to get it done.

Future of Potential Growth

Along with the Government its concerned legislatures, departments, also the private sector mainly the financial institutions, banks, credit card companies combined with the E-commerce/business, online companies, IT biometric sector, have to take the pivotal role in the construction of the building blocks of this system. They will have the enormous potential for growth and a great social responsibility as well to encourage people to participate more and more into this MENT economic system of the future.

A SOCIALIST Revolution Without the Abolition of PRIVATE PROPERTY:

Abolition of cash (paper) currency money and making all money transaction in electronic would bring in a more “just” economic system. A new kind of Democratic Republic Socialist Revolution without the abolition of 'private ownership of means of production' or the "Private Property". A blend of benevolent capitalism and socialism.

The emerging electronic or the credit card, E or cyber money transaction if pursued deeply and by legislation made mandatory in all money payments and receipts above a given sum, could provide the most effective technological device and the great historical opportunity for the Government to eradicate most of the unlawful or “illicit” money transactions so the corruption.

Under this Mandatory Electronic Money Transaction (MEMT) economic system all commerce trade, business, buying and selling, in the super markets, shops trading goods or any commodities (except in very small trade dealing in small amounts in smallest denominations, in coins) should be made only through the medium of the electronic money. Similarly all wages, salaries, services, incomes, profit, earnings, bills, receipts/payments, deposits made in the same e-money form.

In fact establishing a MEMT based economic system not only possible but also it is INEVITABLE! Its fundamental technologies already in place. Experts predict “Cashless Future” (see its web link in the Recommended reading at the end). In the coming years more and more people begin to conduct their everyday money receipts and payments in electronic transaction. Most importantly the ubiquitous cell phones going to play a major role in this matter. Equipped with a electronic money transaction feature called “Near Field Communication” (NFC), they are entering the market in a big way. These cell phones conduct every day money transactions through its secure biometric password crucial in preventing the accounts identity fraud. This in turn will bring in a basic TRANSPARENCY in all its money transactions. Indeed a biometric password or the “identity” is the essential “PREREQUISITE” for the establishment of a MEMT economic system, which I come to explain in the next section.

A Biometric Identity (BID) For Securing All Bank Financial Accounts:

The MEMT economic system most importantly requires all people in a nation should have a single universal Social SURETY Number (USSN) based on their Biometric Identity (BID) mainly for securing or ensuring all their bank financial accounts. Of course, a person may have a number of accounts in several banks at any places in the nation but they all should basically identified with their single undeniable BID along with their name address and signature in the central USSN office. First and foremost, it should have the basic authority to access the nations each individuals existing bank financial accounts when needed (ordered) for the legal investigation of economic crimes. Together with that authority, it should also have the prime responsibility providing the basic social security, employment or the minimum income guaranty, health insurance, educational aid for every one specially for the weaker sections of the society. Importantly as well, all the tax eligible people, businesses in the nation should submit their total annual income, including the property accounts (like filing income tax return forms) and pay all their taxes under its jurisdiction. Be it the nations top leaders, presidents, prime ministers, corporate tycoons, CEO’s, down to the common man. All should come under this network of the USSN office jurisdiction system.

This BID security over the financial accounts also needs to be applied to all fields of valuable commodity transaction, exchange or the handover including exchange of gift, donations, helps (commodities above a given value) property ownership transfer etc. No barter trade of property, precious metals, valuable artifacts should be allowed. All valuable items a person, organizations, institutions owning registered as property with its records under the USSN’s income tax office.

Such a mandatory electronic money transaction economic system operating under the USSN network that keeps accounts of almost every money transaction would make all individuals and the businesses financial accounts completely open or transparent before the legal or the public scrutiny. It would basically dissuade or deter people from engaging in any of the economic crimes or corruptions because that essentially leaves the electronic money trail as clear evidence that could be impossible for any one to get rid off.

Some Main Economic Crimes IT Could Prevent:

Tax fraud and the bribery are the two major economic crimes that this MEMT can undoubtedly prevent. Apart from it, the counterfeit money, money-laundering, ransom money payment, the cash money robbery/theft/ stealing, etc., will become a thing of the fast in a fully pledged MEMT system where there is absolutely no printed paper Cash currency money to carry it out in the first place! Black marketing, illegal hording, all kinds of smuggling, human trafficking, illegal drugs, weapons, mafia, ‘Terrorist Finance’ etc., every one of those accounts will be absolutely exposed with pin-point accuracy under the BID based MEMT economic system (explained above) so those culprits days will be numbered.

Credit card fraud/fake/theft, or the fear of getting it lost and its misuse mostly will disappear. With its BIDN/MEMT network system in place it would be highly difficult for the fraudsters to buy things online with complete anonymity or to commit any of the credit card crimes and to get away with it. After all in such electronic money network system all proceeding money transactions can be immediately traced back to its preceding accounts and all the other accounts that transacted with it would reveal its all round true connections.

Corporate business scams, misappropriation of public funds, developmental project money embezzlement, poverty scheme money swindling, buying of the bureaucracy, police, judiciary, politician for money, none can escape from this constantly vigilant digital money surveillance or scanning technology. On the other hand it could also prevent those malicious, false accusations, allegations of economic crime, corruptions.

It is not possible for me to list out all those economic crimes that it can prevent, in this document. Nevertheless I should finally mention a most important point briefly in this regard. The root-cause of most of the property crimes, murders, sex crimes, social injustices, environmental degradation, violent retaliations many (if not most) times, motivated by or against the surreptitious or the shrouded money transactions that the traditional cash money transaction economic system allows. Replacing it with this new and transparent MEMT economic system can greatly prevent it. Besides all of which, as a bonus, it can also provide the government with an entirely new kind of financial control device to check inflation, stock market crash etc economic crisis's. Not to mention, many (if not most) times the main cause of it lies in the corrupt or unscrupulous trading practices.

Poverty Eradication Achievable Within Few Years:

Poverty eradication would become a definitely possible and achievable goal under this MEMT system within a few years. First of all as I mentioned it before, the prime responsibility of the USSN is to provide the basic social security, employment, the minimum income guaranty, basic food, shelter, education health for all people and the government will have enough money needed to do it. Just imagine the amount of money when almost all tax revenues gets collected by the prevention of all the tax evasion or the fraud alone! It could provide more than enough money for poverty eradication programs. At the same time the USSN system with it biometric ID, would mostly prevent the unscrupulous people from swindling the welfare aid money in the name of poor. Moreover when the basic ground of all those economic crimes gets removed, most of the money that used to drain into that corruption channel, now redirected into the legal economy and into the social developmental programs.

Legitimate Businesses Nothing To Fear:

People who conduct honest, responsible business practices have nothing to fear from this MEMT economic system. In fact, it can very much fulfill the vision of the UN Human Rights Principles particularly the UN Global Compact tenth Principle, which specifically sates: “ Businesses should work against corruption in all its forms, including extortion and bribery”. Responsible businesses would rather greatly benefit from it, because it would create a very conducive atmosphere to practice a corruption free, progressive economy in the absent of the corrupt, criminal business practices (tax fraud, bribe, extortion, etc.) as the latter are the worst enemies of the honest businesses. Most important of all is that there will be no restrictions or limits imposed on people in their legitimate money earnings; profit making or owning money or property of any huge amounts. One can be a billionaire or a trillioniar, provided all their businesses money transaction remain transparent under, the MEMT and that information remains open to the democratic public, USSN's legal scrutiny. In fact the Government should encourage businesses, small and big, by providing them with more opportunities, removing many of those trade barriers, hurdles and most importantly by lowering the taxes.

Only Unscrupulous People Will Get Terrified:

It is only the unscrupulous people who engage in the economic crimes, corruptions, illicit business, will get terrified of it because this MEMT leaves behind the concrete records of the electronic money trail as clear as day the light so they can no longer cover-up its tracks and conceal their crimes, so will be caught with its clear evident get duly prosecuted and sent to prison.

Both Are Complimentary For Each Others Success:

Of course this MEMT economic system perhaps would be very difficult to introduce in its infant or initial stages. It also depends up on place-to-place and countries to countries. It will depend on their social economic and the political system and its development. Nevertheless it is far simpler and easier to implement effectively instead of those tens of thousands and legally cumbersome anti-corruption laws! The fundamental difference between the two is that the MEMT is a single wholesome technological solution based on almost fail-safe advanced technology while the latter are hundreds of years old antiquated legal solutions so much fraught with numerous human error and complications. Surprisingly however now they both seems complimentary for each success in the future.

Two Main IT Anti-Corruption Monetary Measures

Let me begin once again with the abstract of this entire “IT To Root-Out Corruption” main text first. Most of the economic crimes, corruptions occurs mainly due to the surreptitious, illicit or the hidden money transactions that escape from the public, legal scrutiny. Now the good news is that the Information Technology (IT) today with its innovative digital or the “electronic money transaction” if made mandatory with biometric identity in all bank accounts can enable the Governments to root-out most economic crimes, known as corruption. It all basically stands upon two main “IT Anti-Corruption Monetary Measures”, which I present in the following:

1).Introduce Mandatory Biometric Identity (MBID) in All Bank Accounts:

The first and foremost important IT Anti-Corruption Monetary Measure that I call upon is to introduce a compulsory or Mandatory Biometric Identity (MBID) along with the name address and signature in all bank accounts. Thereupon it should be extended into the ownership of valuable properties or assets.
The most important principle of having a MBID for securing or obtaining the bank accounts is first of all to prevent the fake or bogus identity fraud in it. With the MBID one can immediately identify and find out every bank, financial accounts of a (any) person accused of committing an economic crime (be it a tax evasion, bribery, embezzlement and the whole range of it including terrorist financing). Searching it out with a pin-point (BID) accuracy among those banks, properties billions or trillions of records. It is impossible to anyone to fake their Biometric Identity. So the MBID in all bank accounts is the most important perquisite to root-out corruption.

2). Promote Mandatory Electronic Money Transaction (MEMT) Against Cash Currency:

Make it mandatory or obligatory on all people to conduct their every money receipt/payment above a given amount in the form of electronic money transaction through their bank to the others bank account, replacing the old traditional cash paper currency. Most importantly in case they make the cash currency deposits or withdrawals above the given amount then it should undergo enquiry about its detailed accounts and bills. Also the payments for things, services, materials pertaining to important security matters (cell phones, credit cards, recharge, rentals, travels, weapons, explosives etc.) should be only conducted through the e-money or the credit card even its amount remains below the given mandatory money transaction sum. In this MEMT setup, the money payment in bank cheques (Check) to others accounts by all means remains perfectly legitimate.

To make the MEMT more effective as an extension, the Governments needs to phase-out or gradually withdraw the higher denomination currencies from the public. The higher denominations currencies have been conveniently used or grossly misused or end up in committing most and major economic crimes. Besides the absent of it would greatly promote the MEMT due to its various contributing factors including the enquiry placed on the cash currency deposit and withdrawals and the MEMT in the security matters. Most importantly however the banks should continue to have those higher denomination currencies even of very high values; a hundred thousand, million even a billion (Dollar, Euro etc) denomination currency bills. However they should be restricted mainly to exchange only between the banks, financial or the monetary institutions.

Make Biometric Identity Compulsory In All Bank Accounts

Among the two “IT Anti-Corruption Monetary Measures” above all my first and foremost important pressing appeal to all anticorruption concerns, specially to the national Governments, is to to brining in a policy of Compulsory or Mandatory Biometric Identity (MBID) in all bank accounts along with the name address and signature. Most importantly all the ownership registration records of valuable property, assets money transactions transfers, payments, receipts should be made only through the MBID enabled bank to the bank accounts. (In fact, I am told such bank to bank payment guideline regulations, laws exist even today except the biometric identity in all bank accounts so the laws remains mostly ineffective in its anti-corruption purpose.) Already, the Government for security reasons makes people to register themselves with their biometric identity for obtaining, passports, voter’s identity, driver’s licenses etc, mainly to prevent the identity fraud, and other crimes. -- The MBID has already entered into the financial system in the online money transaction through the cell phone market in quite a big way for secure payment by a technology called Near Field Communication (NFC). In fact now a days a fully developed biometric identity (finger print, face iris recognition including the photo) considered to be a very important requirement to get this credit card account to prevent the identity theft and the bank account money fraud. Now extending it in all the bank accounts won't be that difficult, actually it seems to be a long overdue in view of the security needs involved.

Of course it won't be as effective without the Mandatory Electronic Money Transaction (MEMT) i.e. making all money transactions (payments receipts) above a given amount only through bank to bank, which is the second IT Anti-Corruption Monetary Measure. Nevertheless this MBID is its perquisite and above all is far more practical, PRAGMATIC, easier to implement compared to the other anti-corruption monetary measures. It can significantly deter the economic crimes so reduce the corruption and necessarily lead into the future fully pledged MBID/MEMT system in which most of the crimes including the terrorism that as we see it today can be eliminated. Some of it explained in the following section.

Anti-Terrorism: MBID/MEMT To Track Down Terrorist

Besides combating corruption, a fully pledged MBID/MEMT can also work as powerful Anti-terrorism machinery, which can tremendously help the government security agencies to track down the criminals specially the terrorist. When a terrorism investigation ordered, this system can concretely (electronically) trace back every day PHYSICAL movement, location, phone call, contact of the suspect based on his/her every day buying and the money payment for things, services, material that he /she had made, which includes any such things that the suspects left behind the crime scene. This MBID/MENT network leaves behind an unmistakable physical evidence electronic trail on whatever things it touches, which is impossible to get rid off.

By the way, the MBID/MEMT system works quite differently or more fully in combating terrorism than in combating corruption. In the former the entire money transaction (or the absence of it) in the suspect bank account can show the concrete evidence to prove or disprove the involvement in the given crime but in the latter it is only the illicit money transaction that can prove or disprove the corruption.

Political Will To Get It Done

It would not intrude in the peoples private or personal life compared with the other electronic devices that are being used in social security for ex; the CC camera's. It would be more like people having a most important cell-phone ID number. There are already more stringent legislations in place that rules, laws that the citizens made to obey as they are legally obliged to submit all their property, money transactions, true accounts before the public or the legal authorities and not to engage in the economic crimes. Today there exist this innovative electronic credit card digital or E-money transaction technology to make it happen. It is now for all the people to see to it that this innovative IT develops to its fullest productive potential that includes its deployment in the prevention of almost all economic crimes, corruptions. What is really needed is the political will to get it done.

Future of Potential Growth

Along with the Government its concerned legislatures, departments also the private sector mainly the financial institutions, banks, credit card companies combined with the E-commerce/business, online companies, IT biometric sector, have to take the pivotal role in the construction of the building blocks of this system. They will have the enormous potential for growth and a great social responsibility as well to encourage people to participate more and more into this MENT economic system of the future.

A SOCIALIST Revolution Without the Abolition of PRIVATE PROPERTY:

Abolition of cash (paper) currency money and making all money transaction in electronic would bring in a more “just” economic system. A new kind of Democratic Republic Socialist Revolution without the abolition of 'private ownership of means of production' or the "Private Property". A blend of benevolent capitalism and socialism.

There are million upon millions if not billions of such corruption or the economic crimes going on all over the world in which India definitely has its fair share.

The existing anticorruption legislations and bills miserably fails to prevent it on the other hand the worlds Governments do not have the political will to implement the most effective anticorruption measure that can root-out almost all the economic crimes (corruption) and its related crimes. Let me present it briefly in the following:

BAN ALL CASH MONEY TRANSACTIONS ABOVE A GIVEN AMOUNT (say $ 5 or so) ABOVE THAT AMOUNT ALL MONEY TRANSACTIONS SHOULD BE CONDUCTED ONLY BY THE ELECTRONIC (E) MONEY (credit card its popular form) DIRECTLY THROUGH THE BANK TO THE BANK ACCOUNTS, WHICH MOST IMPORTANTLY MUST HAVE THE SECURITY OF “BIOMETRIC IDENTITY”.

This E-money transaction with biometric identity security system basically able to keep the electronic record of all such money transactions conducted through its network. Therefore if any one engage in ‘illicit money transaction’ (bribe, graft, illegal drugs, money, fraud, scams, money laundering , terrorist finance etc) it invariably gets recorded in the bank account of the person or the firm. So when a legal investigation ordered of any alleged corruption, this network would provides the law enforcement an entirely new kind of anti-corruption investigation tool that can easily identify, track down, charge and finally convict the criminals in the court with that undeniable bank account money transaction record as the concrete evidence or proof. This can root out almost all corruption and crime what is really needed is the international “political will” to get it done. However, see NO HOPE of it, so the hope of eradication of corruption.

Corruption In Refrigerator Sale Business

Here is one of my own recent experience of a major corruption. I purchased a Kelvinator 180 Ltr. Refrigerator on June 3, 2008 form a shop in Mangalore (India). Most importantly for me it had 5 years of Kelvinator Refrigerator Company warranty and other documents. (I have the sales receipts and the Kelvinator company warranty and its other related documents in hand.)

The refrigerator problems started of “improper cooling” and continued compressor running with “no cut-offs”. I lodged its complaint and the shop service crew came to check. There I noticed for the first time that the compressor inside the refrigerator NOT of the Kelvinator Company but of the VIDEOCON, name brand seal label printed on it. I was in real shock. If I had known it had a Videocon compressor I never would have purchased it. I felt totally deceived or tricked or cheated by this shop.

Now let me keep the matter short and to its main point. I sent a complaint letter (date 14-04-2009) to the shop explaining this matter and asking them immediately to correct the wrong with due compensation. One of my suggestions is, take back the refrigerator and reimburse its money back along with its proper compensation dues.

To which I received a response letter dated 18.04.2009 from a fridge service shop in Mangalore who claim to undertake the service of Videocon refrigerators. In it they justify selling the Kelvinator brand name refrigerator fitted with Videocon compressor saying; “Now Kelvinator brand is taken over by Videocon Industries Ltd. that is why they are using Videocon Compressor and it is common in all the companies. No company will manufacture all parts in one product. For e.g. if you purchase one computer its all parts or units are not manufactured by only one company. Its monitor is different company, its Keyboard is different, CPU is Different.” I find this reply very much fraudulent and deceptive if not outright naive for the following main points.

1). Of course it is a universal knowledge that a given product manufacturing company not able to produce every thing that needed to manufacture their product. Especially its basic materials, metal sheets, roads pipes, rubber, plastic parts tubes, paints also the electric wires, nuts-bolts screws etc. However it is totally WRONG for a company manufacturing and selling a given product, to sell it under the disguised body cover brand name and the warranty documents of another company known to manufacture the SAME product. For example; a car producing company selling its manufactured labeled or sealed car engines and other main parts inside the body of another car manufacturing company, complete with warranty documents of that other companies brand name.- In my case Videocon company selling its refrigerator products under the brand name of the Kelvinator refrigerator product. So the unsuspecting people who believe they are buying the product or the latter company (by seeing its outside body cover), in fact tricked or deceived into buying the former companies product disguised in the latter companies brand name. I believe it is basically a case of corruption, cheating or abusing the consumers trust. By the way, Videocon separately sells its own manufactured branded refrigerators.

2). When I purchased the Kelvinator Refrigerator having the company 5 years of warranty with all its document form the shop, I obviously believed that it is a Kelvinator company produced refrigerator that had the same company manufactured compressor in it. The shop did not tell me the fact that this Kelvinator company branded refrigerator having a Videocon compressor inside. If I had been told the fact I would have definitely rejected it and purchased some other refrigerator having its own company manufactured compressor with the warranty. So in fact they deceived or tricked me into buying a refrigerator having Videocon compressor (perhaps other main components as well) presenting me it as a Kelvinator company manufactured refrigerator as shown from its outside body. By not revealing the actual fact I believe the shop breached or abused my consumer trust by a malpractice.

3). The fridge service shops reply letter (date 18-4-09) that compares a branded refrigerator to a computer is quite ridiculous. Even an assembled PC vender clearly notifies the brand name of the monitor, processor, motherboard, hard-disk, RAM, keyboard etc. in their sales and the separate warranty documents.

4). Despite knowing that the closure of Kelvinator refrigerator company long ago, the sales shop issued me the Kelvinator refrigerator company named printed warranty card with the shops stamp seal and signature in it. This could amount to forgery. Quite apart, my consumer complaint of the sales shops breach of consumer trust sent to them replied by this fridge serviece (date 18-4-09) which I find some how inappropriate.

The Attorney-General and Minister for Justice, Mrs. Betty Mould-Iddrisu should realize that all their anti-corruption legislation going to fail unless they bring in a legislation first of all to ‘Make all money transaction above a given amount only by Electronic (E) Money, directly through the bank to the bank account necessarily having the Biometric Identity’. This will root-Out almost all corruption and its associated crimes from the society. What is needed is the political will to get it done.

Counterfeit Currencies (CC) are the nightmares of common people. It is very difficult for people to commonly distinguish (in a non-embarrassing normal glance) the fake from the genuine notes even for the professionals. It is a major headache for the Governments, sabotaging the economy and pose a serious threat to the national security. The menace of the counterfeit or fake currencies increase as the advancement of printing technology made widely available.

Prevention of the CC from circulation is the Governments main responsibility. However by the time it comes to the notice of the law enforcement agencies notice most of the CC’s already out in the circulation! People who have been caught circulating the CC are mostly petty criminals who’s main job to get it circulated. However the CC’s printing or production racket mainly run by big criminal gangs, powerful mafia’s who most of the times never been caught. Even the countries sponsoring terrorism said to engage in facilitating and sending counterfeit currencies to destabilize the other nations.

In our technologically advancing world today the Governments tries hard to prevent the menace of counterfeit currencies by brining in more and more sophisticated currency papers, printing designs also by allocating more financial resources in the counterfeit currency detection and law enforcement catching the perpetrators. However the menace still continues more or less as it did before!

It is the ‘CASH’ (paper) currency that makes the counterfeit currency circulation possible. As long as the cash trading continues the circulation of the CC’s will remain more or less the same. Fortunately however the Information Technology (IT) today provides the Government with this Electronic (E)money transaction technology or the credit card money that can completely eliminate the menace of the counterfeit currency.

Let me explain the above mentioned this extraordinary IT solution to root-out counterfeit currencies briefly. Information Technology (IT) today provides an unprecedented, but extraordinarily simple way for the Government to successfully Root-Out most of the corruption and crimes prevailing today including the illegal drug trade.

To accomplish it, first of all the Governments should Bring in the most important policy of ‘biometric identity in all bank accounts’. I call it “Mandatory Biometric Identity” (MBID), whereby making all money transaction above a given amount only through the bank to bank account. It can be called as; “Mandatory Electronic Money Transaction” (MEMT).

Let me explain how this anti-corruption system works in a simple practical way. Under the above monetary policy, suppose the government stipulates that all money transaction (buying and selling or any money transfer) above say $10 should be only conducted through the bank to the bank accounts. If any one making cash deposit or withdrawals above the given amount should submit the detailed accounts of its income or the payment source.

In this situation if the drug peddler accepts bank to bank account E-money or credit card from the customer in exchange of to the illegal drugs, then electronic money transaction instantly gets recorded in the bank that will serve as the concrete evidence for the law enforcement to arrest and to convict most of them without any difficulty. So instead of the E- or the credit card money the peddlers most probably accept the cash money as they find it safe. However sooner the peddler start to face a serious problem as the cash money gets accumulates into large sums which he/she can not deposit in the banks because it requires the detailed accounts of where all the cash money came from or its original source that is why they avoided doing so in the first place. So for all practical purpose the drug peddler make the cash money payment to the main drug supplier. However then it will put the top drug mafia bosses in far serious problem as it will become extremely difficult for them to dispose (money laundering) such a huge amount of cash money in any available means, since opening a fake bank account or depositing large sums of illicit cash money becomes absolutely impossible due to the Governments MBID/MEMT bank policy.

In such given market environment it won’t be possible to anyone including the drug peddlers or the criminal bosses with the accumulated large sums of cash money, to buy most of the things they want, goods and services worth more than $10 can not be purchased by cash despite their huge amount of cash money while most of their essential goods and services prices generally exceeds that amount. Therefore, for anyone with the large sums of cash money instead of a valuable asset it would become a huge liability very difficult to get rid off, and highly dangerous to keep.

In such situation the traders or the businesses will prefer e-money (credit cards, bank cheques) even for smaller or far less than $10 amount. Similarly the general public also prefer to buy with e-money as almost all their income (salary etc) deposited directly in their bank account as it exceeds more than the stipulated amount and they also will try to avoid accumulating large sum of cash money so prefer purchases by the cards (E-money)payment even while making small purchases. In such a E-money transaction economy every money transaction (licit or illicit) gets instantly recorded with the concrete evidence that overwhelmingly lead into conviction for the criminals engaged in corruption.

This will make it extremely dangerous for any one engage in illicit money transaction the basic foundation on which almost all corruption or crime stand upon. Therefore the MBID/MEMT combined will mostly dissuade any illicit businesses including the illegal drug trade. CORRUPTION leads to social injustice, unrest, violence, subjugation that basically gives birth to extremism and the terrorism. Ironically corruption also makes the terrorist attack absolutely possible. In this regard, most important of all is the ‘money-laundering’ the main source of Terrorist Finance, which most importantly provides the basic sustenance, logistics, arms and ammunitions for the terrorist attack.

However what really enables the terrorist leaders or its top brass to successfully disguise or hide so escape detection from the law enforcement agencies while carrying out all the above mentioned terrorist activities (including the financing) is basically their use the *fake or forged ID* (or having no ID at all) in obtaining all those logistics security matters mentioned above (specially phone connections, bank accounts, credit cards, arms and ammunitions) which then used as deadly terror weapons but leave no concrete evidence or the fingerprint (biometric ID) records of people who have purchased it. Therefore after all, it is the fake ID (or no ID at all), which enables the terrorists (specially its leaders) to carry on their sinister terrorist activities but at the same time successfully conceal or hide from the legal identification, detection arrest, most importantly escape from the conviction so to continue to promote their further terrorist attack with impunity.

Above all, what makes the creation of fake ID fundamentally possible is the conventional ID documents containing mainly the NAME, ADDRESS, and the SIGNATURE. It is basically prone to serious fraud or security breach as the corruption perpetrators can successfully forge it and produce all kinds of fake or bogus ID documents when needed to carry out their criminal, activities.

However the government can easily prevent the menace of the fake ID by bringing in the Biometric Identity (BID) especially the fingerprints (along with the name, address and signature) in the ID security matters, as it is absolutely impossible to anyone to forge or fake their biometric identity. In fact the photo and fingerprint ID which are the two main BID components remains compulsory in some very important security matters like passport, voters ID, driving license, criminal records etc. Ironically however it is not yet been introduced where it need the most, to prevent corruption in all financial security matters basically to prevent the fake ID bank accounts. As the terrorist leaders hide behind it while providing finance and other logistics for the terrorist attack and to escape from the legal detection.

Therefore in order to detect and catch the terrorist leaders hiding behind the fake ID (or no ID) while providing finance for the terrorist activities; the governments should first of all bring in a policy of compulsory or Mandatory Biometric Identity (MBID) in all bank accounts with the stipulation that ‘all money transactions above a given amount should be only made through the bank to bank accounts’. Especially any one buying, selling important, social, communication and national SECURITY matters like credit cards, voters ID, dwelling rents, driving license, phone connection, weapons, explosives, drugs or any large sums of money transfer should do its only through the Electronic or E-money (bank to bank) accounts.

Basically it is an unprecedented but extraordinarily simple ‘all in one’ anti-corruption, anti-terrorism solution. Among other things most importantly it saves the Government the enormous financial, labour and other cost burden of requiring people to produce separate BID for “every thing” and “every time” while buying and selling those security matters. But at the same time it successfully prevents the criminals producing the fake ID while buying any such security matters thereby basically root-out corruption along with terrorism.

Here I would like reiterate my comment on this matter that I first posted in this site on 13^th Jan 2009:

The estimated 7800 Crore of Satyam investors “stiffened” money now sitting cool and safe in the bank accounts or converted into, cash or in valuable assets, properties of B. R. Raju, family members, close relatives, and the associates involved in this fraud!

However it would be highly unlikely that the Satyam fraud investigating agencies ever will be able to detect or find out those bank accounts and the valuable assets because most of those bank accounts , properties are cleverly hidden under bogus or fake ID documents in the BANAMI accounts of those culprits.

To prevent people from having the fake ID bank accounts and owning valuable assets properties under the Benami or the bogus name and to engage in all sorts of illicit money transaction or corruptions including this fraud; I urge the Government to “bring in Mandatory Biometric Identity MBID in all bank accounts, thereby making all money transaction above a given amount (specially when it comes to large sums of money and the things of social security matters) only through the bank to the bank account called Mandatory Electronic Money Transaction.

The Satyam fraud investigating agencies would have easily detected and immediately recovered all the money and the properties made by the Satyam fraud if the above mentioned MBID/MEMT bank account money transaction policy in place. NDTV reported today (13^th Jan 2009) that B. Ramalinga Raju, had opened multiple “BENAMI” accounts through relatives and friends. Fixed deposits to the tune of Rs 29.5 crore were found in those accounts. The funds were frequently used for trading in Satyam shares, flouting the insider-trading norms. Abstract: - This document basically contends that; ‘most of the economic crimes known as corruption, occurs mainly due to the surreptitious or illicit money transactions. The cash money plays the key role, as it enables the unscrupulous people to make money transactions without leaving any concrete records or proofs so it escape from its public, legal scrutiny. Thankfully now the good news is that the Information Technology (IT) today with its innovative “Electronic (E) Money Transaction” if made mandatory in combination with ‘Biometric Identity’ in all bank accounts can enable the Governments to root-out most economic as well other crimes. Only if there is a political will to get it done’.

Introduction:

Thanks to the era of Information Technology (IT) that our world galloping in today. With its widespread broadband Internet connections it is ushering a new economic age of E-commerce, E-business. Most important in this regard is its innovative electronic or the E-money (“credit card” its partial form) transaction technology, in which the money payment/receipt in-between any two parties necessarily conducted through a “third party”, a bank or financial institution that provides this most important “financial service” and in the process all its “INFORMATION” gets instantly recorded in the digital data storage of this registered public financial institution. Under which it is impossible for any one to cheat, deny or hide the true accounts of their money and all its transactions from the public or legal scrutiny when authorized.

Traditional Reason For Hiding CASH Money -- Its Main Drawback:

Traditionally the genuine reason for people to keep their money hidden and not to display its true amounts to the public is to PROTECT it from getting stolen, burgled or looted. Most importantly the fear of getting robbed, or lost while carrying it around for the transaction. Nevertheless from ages the cash money remained indispensable or quintessential for the economy to conduct the value (commodity) exchange or the trade most efficiently. However today this newly emerging innovative IT of Electronic Money Transaction (EMT) can fulfill all the needs of the traditional CASH money transaction far more efficiently. Together with, it would entirely remove all such potential threats or the genuine fears of robbery, stealing, theft, by this revolutionary technological system.

By the way, the main draw back of the traditional cash money transaction is that it is impossible practically to keep and maintain the records, accounts of ALL cash money transactions for its legal, public scrutiny. Its paper and storage cost alone would be so enormous let alone its labour cost and other factors. It is only the IT today with its E-money transaction record keeping digital technology, practically enables us to accomplish it. This document marks its beginning.

Money Basically A Public TRUST:

Money is basically a public TRUST. It puts a social responsibility and the legal obligation on all those who owns it over and above a given limit that they should maintain and submit its truthful accounts before the designated public authorities for its due legal scrutiny and not to use it for unlawful, illicit purposes. However the conventional cash money delivery between any two parties got no such effective technology to monitor and record its movements and know all its location all the times to prevent it from getting misused. Thus it becomes possible for the unscrupulous individuals to totally hide it or submit its false accounting before the legal authorities in breach of its public trust, and engage into many kinds of its “misuse”, clandestine business practices, criminal use or the surreptitious money dealings.

Cash Money Hiding Ability Breeds Corruption:

Of course, most of the cash money transaction, business in our world conducted lawfully. However a significant number of this cash money amounting to enormous sums kept hidden away from the legal scrutiny or collected and employed unlawfully. The number one among is the ubiquitous economic crime of tax fraud or the evasion. Along with its cheating and depriving the public revenue it also puts the other people around in the money market competition into a very disadvantageous position thus pressurizes, encourages or tempts many among them also to commit that crime. Same is true with other economic crimes and the most notorious among is the extortion or the BRIBERY. There are number of such economic crimes that I will mention some of them in the latter sections. It is mainly due to the cash money (currency) basically having this “concealable” property that gives its possessor the ability to hide it from its legal scrutiny that could lead into its surreptitious transactions. So it begins to spoils the economic system, start to breed corruption. And the corruption breeds more corruption, crime begets crime.

Cyber Technology Also Can Prevent Most Economic Crimes

The world today speeding fast into the cyber space economic age. Cell phones have become the integral part of peoples every day's life. However the nations money transaction system in majority still remains mainly in the centuries old printed paper cash currency money, which is getting more and more inefficient day by day in the face of the sheer volume of growing economy and its crimes boosted with its cyber technology. All of it getting out of the national governments control, many times spiraling into deep economic crisis’s. Poverty, Unemployment and the INFLATION. The public demands the government to control it, blames it for the failure and elects a new government. The new government comes with the promise to control it but no governments able to do it. Fortunately however now the same cyber technology that gives the worlds Governments the nightmare of growing economic crimes at the same time can also offer a great cyber technological solution to prevent most of it that I explain in the following.

Establishing A MANDATORY Electronic Money Transaction (MEMT) System:

The emerging electronic or the credit card money transaction if pursued deeply and by legislation made mandatory in all money payments and receipts above a given sum, could provide the most effective technological device and the great historical opportunity for the Government to eradicate most of the unlawful or “illicit” money transactions or the corruption.

Under this Mandatory Electronic Money Transaction (MEMT) economic system all commerce trade, business, buying and selling, in the super markets, shops trading goods or any commodities (except in very small trade dealing in small amounts in smallest denominations, in coins) should be made only through the medium of the electronic money. Similarly all wages, salaries, services, incomes, profit, earnings, bills, receipts/payments, deposits made in the same e-money form.

In fact establishing a MEMT based economic system not only possible but also it is INEVITABLE! Its fundamental technologies already in place. Experts predict “Cashless Future” (see its web link in the Recommended reading at the end). In the coming years more and more people begin to conduct their everyday money receipts and payments in electronic transaction. Most importantly the ubiquitous cell phones going to play a major role in this matter. Equipped with a electronic money transaction feature called “Near Field Communication” (NFC), they are entering the market in a big way. These cell phones conduct every day money transactions through its secure biometric password crucial in preventing the accounts identity fraud. This in turn will bring in a basic TRANSPARENCY in all its money transactions. Indeed a biometric password or the “identity” is the essential “PREREQUISITE” for the establishment of a MEMT economic system, which I come to explain in the next section.

A Biometric Identity (BID) For Securing All Bank Financial Accounts

The MEMT economic system most importantly requires all people in a nation should have a single universal Social SURETY Number (USSN) based on their Biometric Identity (BID) mainly for securing or ensuring all their bank financial accounts. Of course, a person may have a number of accounts in several banks at any places in the nation but they all should basically identified with their single undeniable BID along with their name address and signature in the central USSN office. First and foremost, it should have the basic authority to access the nations each individuals existing bank financial accounts when needed (ordered) for the legal investigation of economic crimes. Together with that authority, it should also have the prime responsibility providing the basic social security, employment or the minimum income guaranty, health insurance, educational aid for every one specially for the weaker sections of the society. Importantly as well, all the tax eligible people, businesses in the nation should submit their total annual income, including the property accounts (like filing income tax return forms) and pay all their taxes under its jurisdiction. Black marketing, illegal hording, all kinds of smuggling, trafficking, illegal drugs, weapons, mafia, ‘Terrorist Finance’ etc., accounts will get mostly exposed with pin-accuracy under the BID based MEMT economic system (explained above) so those culprits days will be numbered.

Corporate business scams, misappropriation of public funds, developmental project money embezzlement, poverty scheme money swindling, buying of the bureaucracy, police, judiciary, politician for money, none can escape from this constantly vigilant digital money surveillance or scanning technology. On the other hand it could also prevent those malicious, false accusations, allegations of economic crime, corruptions.

Poverty Eradication Achievable Within Few Years:

Legitimate Businesses Nothing To Fear:

People who conduct honest, responsible business practices have nothing to fear from this MEMT economic system. In fact, it can very much fulfill the vision of the UN Human Rights Principles particularly the UN Global Compact tenth Principle, which specifically sates: “ Businesses should work against corruption in all its forms, including extortion and bribery”. Responsible businesses would rather greatly benefit from it, because it would create a very conducive atmosphere to practice a corruption free, progressive economy in the absent of the corrupt, criminal business practices (tax fraud, bribe, extortion, etc.) as the latter are the worst enemies of the honest businesses. Most important of all is that there will be no restrictions or limits imposed on people in their legitimate money earnings; profit making or owning money or property of any huge amounts. One can be a billionaire or a trillioniar, provided all their businesses money transaction remain transparent under, the MEMT and that information remains open to the democratic public, USSN's legal scrutiny. In fact the Government should encourage businesses, small and big, by providing them with more opportunities, removing many of those trade barriers, hurdles and most importantly by lowering the taxes.

Of course this MEMT economic system perhaps would be very difficult to introduce in its infant or initial stages. It also depends up on place-to-place and countries to countries. It will depend on their social economic and the political system and its development. Nevertheless it is far simpler and easier to implement effectively instead of those tens of thousands and legally cumbersome anti-corruption laws! The fundamental difference between the two is that the MEMT is a single wholesome technological solution based on almost fail-safe advanced technology while the latter are hundreds of years old antiquated legal solutions so much fraught with numerous human error and complications. Surprisingly however now they both seems complimentary for each success in the future.

Two Main IT Anti-Corruption Monetary Measures

Let me begin this once again with the abstract of this entire “IT To Root-Out Corruption” main text first. Most of the economic crimes, corruptions occurs mainly due to the surreptitious, illicit or the hidden money transactions that escape from the public, legal scrutiny. Now the good news is that the Information Technology (IT) today with its innovative digital or the “electronic money transaction” if made mandatory with biometric identity in all bank accounts can enable the Governments to root-out most economic crimes, known as corruption. It all basically stands upon two main “IT Anti-Corruption Monetary Measures”, which I present in the following:

1).Introduce Mandatory Biometric Identity (MBID) in All Bank Accounts The first and foremost important IT Anti-Corruption Monetary Measure that I call upon is to introduce a compulsory or Mandatory Biometric Identity (MBID) along with the name address and signature in all bank accounts. Thereupon it should be extended into the ownership of valuable properties or assets.

The most important principle of having a MBID for securing or obtaining the bank accounts is first of all to prevent the fake or bogus identity fraud in it. With the MBID one can immediately identify and find out every bank, financial accounts of a (any) person accused of committing an economic crime (be it a tax evasion, bribery, embezzlement and the whole range of it including terrorist financing). Searching it out with a pin-point (BID) accuracy among those banks, properties billions or trillions of records. It is impossible to anyone to fake their Biometric Identity. So the MBID in all bank accounts is the most important perquisite to root-out corruption.

2). Promote Mandatory Electronic Money Transaction (MEMT) Against Cash Currency: Make it mandatory or obligatory on all people to conduct their every money receipt/payment above a given amount in the form of electronic money transaction through their bank to the others bank account, replacing the old traditional cash paper currency. Most importantly in case they make the cash currency deposits or withdrawals above the given amount then it should undergo inquiry about its detailed accounts and bills. Also the payments for things, services, materials pertaining to important security matters (cell phones, credit cards, recharge, rentals, travels, weapons, explosives etc.) should be only conducted through the e-money or the credit card even its amount remains below the given mandatory money transaction sum. In this MEMT setup, the money payment in bank cheques (Check) to others accounts by all means remains perfectly legitimate.

Make Biometric Identity Compulsory In All Bank Accounts

Among the two “IT Anti-Corruption Monetary Measures” above all my first and foremost important pressing appeal to all anticorruption concerns, specially to the national Governments, is to to brining in a policy of Compulsory or Mandatory Biometric Identity (MBID) in all bank accounts along with the name address and signature. Most importantly all the ownership registration records of valuable property, assets money transactions transfers, payments, receipts should be made only through the MBID enabled bank to the bank accounts. (In fact, I am told such bank to bank payment guideline regulations, laws exist even today except the biometric identity in all bank accounts so the laws remains mostly ineffective in its anti-corruption purpose.) Already, the Government for security reasons makes people to register themselves with their biometric identity for obtaining, passports, voter’s identity, driver’s licenses etc, mainly to prevent the identity fraud, and other crimes. -- The MBID has already entered into the financial system in the online money transaction through the cell phone market in quite a big way for secure payment by a technology called Near Field Communication (NFC). In fact now a days a fully developed biometric identity (finger print, face iris recognition including the photo) considered to be a very important requirement to get this credit card account to prevent the identity theft and the bank account money fraud. Now extending it in all the bank accounts won't be that difficult, actually it seems to be a long overdue in view of the security needs involved.

Of course it won't be as effective without the Mandatory Electronic Money Transaction (MEMT) i.e. making all money transactions (payments receipts) above a given amount only through bank to bank, which is the second IT Anti-Corruption Monetary Measure. Nevertheless this MBID is its perquisite and above all is far more practical, PRAGMATIC, easier to implement compared to the other anti-corruption monetary measures. It can significantly deter the economic crimes so reduce the corruption and necessarily lead into the future fully pledged MBID/MEMT system in which most of the crimes including the terrorism that as we see it today can be eliminated. Some of it explained in the following section.

However the fundamental difference to all those above proposals(with my due respect) to my proposal of “IT To Root-Out Corruption, Terrorism …….,” is that the latter unites the Biometrics with the Electronic Money Transaction technology under the title of “IT” (Information Technology) and proposes Mandatory Biometric Identity (MBID) in all bank accounts together with making all money transactions above a given amount directly only through bank accounts named Mandatory Electronic Money Transaction (MEMT) to root-out the entire range of corruption and the crimes as we see it today.

However to make it more adaptable or feasible in the present world situation my immediate “IT…,” proposal before the Government is; to make it compulsory the buying and selling (money transactions) of all financial, communication, social and national “SECURITY” matters such as credit card, large sums of money, phone connection, SIM card, driving license, voters ID, arms and ammunitions guns, explosive etc, only directly through the bank accounts having the persons biometric identity. NIA India Needs Biometrics to Eliminate Terrorism

Prompted by the Mumbai terror attack with its intense political pressure the Indian Government introduced two bills to set up a National Investigation Agency (NIA) on Tuesday (16th Dec 2008). However the most important thing the government needs to give to the NIA in order successfully combat terrorism is to “bring in Mandatory Biometric Identity MBID in all bank accounts thereby making the buying and selling (money transaction) of things of important security (financial, social, communication, national) matters, most importantly cell phones, SIM, guns, explosives etc, also the credit cards and large sums of money (say above 10,000 Rs. Or 1000 dollars), only directly through ones bank to the others bank accounts. Installation of this Mandatory biometric and electronic money transaction combined technology in all bank accounts enable the Government law enforcement to get the fingerprint evidence record linking the terrorist leaders or its network. Most importantly in a MBID in all bank account system, a BID of any suspect can enable the law enforcement agencies to effortlessly and most certainly find out every bank accounts credit cards that person having in every banks (national international) and similarly all the other bank accounts BID and account details that transacted with it, i.e. the infallible biometric identity of the people who supplied finance, logistics, weapons used in the terrorist attack. CORRUPTION is the root-cause of Terrorism. Corruption leads to social injustice, unrest that gives birth to extremism and the terrorism. Ironically it is the same corruption that gave birth to terrorism also basically facilitates the terrorist attack. In this regard, its Money-Laundering arm, which mainly provides basic sustenance,(cash, credit card for food, shelter etc) logistics (training and other facilities, communication, cell-phone SIM card, transport vehicles etc) arms and ammunitions (guns explosives etc) for the terrorist attack.

Above all it is the corruption that basically enables the terrorist leaders to leave no concrete evidence that links them to the crime. Almost all those who have been suspected as its leaders or top brass, ordering or supplying finance and logistics to it nevertheless by corruption they are able to leave no concrete evidences behind, which otherwise would have undeniably linked them to it. The captured terrorist confessions or their satellite phone call tracing from one to the other country would not meet the international standards as the undeniable evidence, unless some other concrete corroborative evidences to prove it. Therefore, even if the Governments law enforcement arrest them mainly on the basis of the captured terrorists confession (public, international pressure of course!) it won’t stand as enough or credible evidence in the court of justice under the rules of law. So the courts eventually let them go free due to the lack of some undeniable or concrete evidence of their involvement in the attack. Mumbai terror attack and its aftermath show us its glaring example.

However corruption especially its terrorism wing can not escape detection from the law enforcement while carrying out all the above mentioned activities unless it successfully disguises and hide itself from the detection of law by leaving no concrete evidence or recoded proof of the money trail or the terrorist finance. What really enables it to do it successfully is the use the fake or forged ID (or having no ID at all) in obtaining all those things mentioned above (specially phone communication arms and ammunitions) which then used as deadly terror weapons.

This is in response to many of your news reports of 26th November 2008 Mumbai terror attack particularly the recent on 6th December 2008 titled; “Two arrested in Mumbai terror probe, bought SIM used by ultras” http://www.outlookindia.com/pti_news.asp?id=643072 .

Here let me present my proposal to prevent such terror attacks.

The government should first of all bring in a policy or legislation that; any one buying or selling important security matters or things, like phone connection including cell phone, SIM card also weapons, explosives, drugs credit cards, or any big transfer of money or asset should do it only directly through their bank to the others bank account. And most importantly all the bank account should have Biometric Identity (BID) mainly the “fingerprints” to identify it. I call it Mandatory Biometric Identity (MBID) policy in all bank accounts. In this way it will make it impossible for any criminals including the terrorist to buy the above mentioned security matters with fake ID documents. This can greatly help to track down and catch the terror culprits by the payment they make for the things used in the terror attacks.

For example, in the world today when any phone call received, the technology undoubtedly enables the law enforcement to find out the callers phone number, the companies name thereby the name address and signature and other ID documents given by the person who purchased it as its owner. This greatly helps to track down and catch the culprits who committed crime using that phone.

Similarly by employing the advanced BID technology in the banking system the way I mentioned above will undoubtedly enable the law enforcement to pick up the lead from the suspects phone number directly to the bank account number (having the BID) from which the phone had been purchased. It is impossible to fake or forge the BID therefore most importantly it will enable the law enforcement to unmistakably find out all the bank accounts, or credit card in the country registered under this BID. So the law enforcement easily go through every money transaction conducted through all those bank accounts and credit cards having that particular BID thereby to find out any of its money transactions linked to this crime. Also every other bank accounts that conducted money transaction with it. In this way the law enforcement can investigate and find out the details of all the money transactions of the entire criminal network recorded in their BID bank account.

The great advantage of having the MBID in the banking system for the law enforcement that they can conduct most of their crime investigation effortlessly without even the suspects ever knowing whether they are or have been under the investigation! Moreover, the BID bank account details enable the investigator to decide whether the crime suspect are guilty or not guilty and to what extent. The payments for the things used in the crime directly made from a bank account contain the person BID forms the undeniable evidence that qulifies or satisfies the international standards. So to finally arrest and successfully convict the culprit. So to root out the corruption that in itself give rise to major crimes including terrorism.

This is in regard to your news report titled “India Cuts Death Toll in Mumbai Terror Attacks to 163” on 6th December 2008. Among other things it reports about the SIM card used in the terror purchased by the unscrupulous people with fake or forged ID documents. Its ends with the words “ends with the statement; “waiting for concrete proof to be handed over.” Here my proposal of a new technical way of getting the concrete evidence or proof, which meets the International standardsthe so to arrest and convicting the culprits behind with the terror attacks.

It is a well known fact that the terrorist use of phones particularly the cell phones as one of their most lethal weapon in coordinating and mounting their gruesome terror attacks. To deter it the government places some strong security checks to make sure the identity of the person buying those phone connections. The buyers required to produce their voters photo identity cards and other related documents to get the phone connections including the SIM cards. However these kind of ID requirements mostly fail in prevent the unscrupulous people buying the phone connection with fake or forged ID document. In my opinion this kind of fake or bogus identity in security matters will continue unabated unless the Government place some new kind of ID security check requirement to prevent it.

Here is my suggestion to prevent the criminals from using the forged or bogus ID. The Government should bring a policy that any one buying or selling important security matters like credit cards, phone connection, or the SIM card (including its recharge), weapons, explosives, drugs or any big transfer of money or asset should do it only through their bank to the others bank account. And most importantly all the bank account should have biometric identity mainly the “fingerprints” to identify it. I call it Mandatory Biometric Identity (MBID) policy in all bank accounts. In this way it will make it impossible for any one to buy a phone connection or other security matter with fake identity including to the Mumbai terrorist. And perhaps they would not have able to carry out that Mumbai terror attacks at all.

Now some one may argue, those committed to the terrorist cause would obtain those security matters like phone connection, etc, at any cost even buying it from their own MBID bank account! Of Course it is a possibility. However if it happens then the law enforcement with the help of the MBID technology in all bank accounts can immediately track down and look into all the details of the money transaction of that account and get all its record evidences effortlessly. It will enable them to arrest and convict cuprites with great success.

Take for example the two suspect who supplied the SIM used by the Terrorist. If the BID policy in place then the law enforcement would have immediately tracked down, entreated and look into all details of the money transaction of the suspects account. From which any other bank accounts or credit cards through out the country having their MBID. Most importantly the purchase of all their phone connections including SIM cards, any weapons or explosives or any things bought under any of these accounts. They would have accomplished it effortlessly without even the suspects knowing whether they are under the investigation! From the available bank money transaction records the law enforcement able to decide whether their suspect are guilty or not guilty and to what extent. So they can finally arrest and successfully convict the culprit. Or they can produce these concrete recorded bank money evidence that meets the international standard before the world governments to expatriate the suspects (if they are outside the county) for the trial to convict them.

Immediately after every major terror attack there comes the outburst of public anger and grief the leaders condemnation and the assurances among other things to bring the culprits to justice!

There is absolutely no doubt that some powerful terror groups behind the Mumbai terror attack. The main culprits behind the Mumbai terrorism attack undoubtedly are those on its top who primarily FINANCE these attacks. It is they who remotely control and run these terrorists network and send orders to its cells that finally carry out the attacks. However these top terrorist bosses always remain far away from the scene not directly involved in the attack and most importantly they leave no concrete evidence of their financial transaction behind these terrorist attacks. In other words there remains no concrete record evidence, which proves it their money that financed that attack. So those culprits continue to remain evidently untraceable, un-connectable, no concrete money trail proofs to show thus out of the reach of the law!

It happens mainly because the world Governments so far have failed to install the available anticorruption/antiterrorism IT techniques or mechanisms that can absolutely keep the records of all such illicit money transactions (includes the money laundering the main source of the terrorist finance) along with the culprits biometric identity as its concrete evidence to prove it before the law. They all describe this event along with its witnesses account in vivid details with lots of terrorism information. However no one seems to know how any one can possibly prevent such terrorist attack! In fact there is a widely held belief that ‘there is no comprehensively possible way that the law enforcement could prevent such terrorist attack’.

All knows the main culprits behind all the terrorist network and their attack is the terrorist finance and the people behind it. However law enforcement have no proper surveillance means at their disposal to find out the main source of the terrorist finance. This is the main reason why terrorist network flourish and the attack continues unabated.

Corruption Case Against Executive Engineer

Every day we hear some high profile news reports of corruption in the media such as the above. People being caught even convicted on corruption charges. However such news report mainly serves to reassure the public that the anticorruption institution and the Governments at least or at last succeeds in doing something to unearth corruption, which seems to hidden in every where in the society.

However among the hundreds of thousands of such unscrupulous people in position who engage in “corruption” or the illicit money transaction’ every day, the anticorruption law enforcement succeeds to detects and catch only a few. The overwhelming majority of them never been caught they remain absolutely undetected and very much continue with the corruption but remain as the respected members of our society!

Although the public knows it but they have been made to believe that basically there is no way to eliminate the overwhelming majority of those ‘illicit money transaction’ or the corruption. Because most of the times it leaves no concrete evidence of the money trail therefore becomes impossible to successfully prosecuted under the law. However contrary to this belief there in fact exists an extraordinary way that can detect almost all illicit money transaction with the concrete evidence of the money trial.

Let me explain it in following simple way; The ‘illicit money transaction’ or the “corruption” basically occurs due to the CASH MONEY TRANSACTION. As it enables people to make money transaction without leaving any concrete money transaction trail evidence behind. So it is being used in most of the illicit money transaction (corruption) deeds at one stage or the other! Therefore as long as the Cash Money remains as the dominant form of money transaction it would be impossible for anyone to eliminate corruption in any significant way.

Therefore the only way to root-out corruption is to Ban Cash Money Transaction *above a given amount*. Bring in Mandatory Electronic Money Transaction (MEMT, Credit Card money its popular form) in its place together with Mandatory Biometric Identity (MBID) in all bank accounts. In this way the Governments can successfully eradicate almost all kinds of corruption, crimes that we see today in the society.

However have no more hope that the anticorruption institutions and the governments ever going to take these two extraordinary MEMT and MBID anticorruption monetary measures that can basically root-out almost all kinds of corruption and crime that we see today. Perhaps it is too much for its vested interests to basically understand it. As a saying goes “people don’t understand things when their salaries depend upon not knowing it”!

Nevertheless keep on trying to make them understand about it as long as I can. Following the wisdom advise, which says; “Try and Try again and again and you will succeed at last”. But I wonder if the success ever knows the wisdoms advice!

IT To Root-Out Worlds Financial Crisis

The financial world today in turmoil with the news of major economic crisis. The world stock markets plunging down, credit crunch, high inflation, prediction of economic recession depression. Now all of a sudden the financial institution or the banks have not much money in deposit to lend or to give credit or even to pay their own debts in the verge of bankruptcy job loss and massive unemployment! So the world Governments come forward to rescue or bail out these financial institutions with hundreds of billions of cash money at the cost of the taxpayers to ensure the money flow or liquidity in these financial institutions.

Now the serious question is, where does all those plenty of money that used to flow around the financial institution or remain in the banks suddenly disappear? The simple answer is people who used to invest or deposit their money in the financial institutions suddenly lost confidence in them so decided to withdraw their money also the consumers stopped spending much of it for whatever reason! The main point that I am making here is, all those plenty of money as much that used to flow around still must be in there somewhere! But they are suddenly being taken out from the financial institutions therefore being prevented from the legitimate financial circulation and from its productive (credit) employment. So the financial institution or the governments completely loose their control over it to employ it in productive use or prevent it from remaining idle or getting misused.

Having said this let me present the IT solution to prevent the financial crisis is; not to allow the people or institutions to keep cash money (above a given amount) anywhere but in the financial institutions or the banks. However people are free to withdrew their money from a given financial institution for whatever reasons! Nevertheless it will still needs to get transported to some other financial institution or the banks! In this way in the event of a financial crisis (if it ever happens) no money will completely disappear instead it will get deposited in the financial institutions somewhere else this will always ensure the financial circulation as much (plenty) as before so its productive employment.

Terrorist Strike Marriot: IT To Root-Out Terrorism

The Marriott Hotel bomb blast on September 20, 2008 once again shows that the Governments despite all their strong security measures, still not able to protect the citizens from the growing terrorist violence!

However this terrorism can be completely eliminated by an extraordinary way! The key is to KEEP the “INFORMATION” records of all money transaction (purchase/payment) and produce it as the concrete evidence or proof of a persons past activities when needed by the investigation so to prove or disprove the persons involvement in a particular crime.

Fortunately, the Information Technology (IT) today provides to the worlds Governments with electronic technologies that can completely root-out terrorism. Here are the two extraordinary monetary securities IT measures in the following:

1). Make it compulsory that all money transactions (purchase/payment) above a give amount should be made electronically conducted through the bank to bank account. Credit Card money is its most common form. When made compulsory it can be called as; “Mandatory Electronic (credit card) Money Transaction” (MEMT) as a whole.

2). Bring in biometric identity in all those bank accounts. I call it as; Mandatory Biometric Identity (MBID).It is mainly to make every bank account holders identity absolutely indubitable and secure mainly to prevent anyone from opening fake or bogus bank accounts. Every one of these bank accounts should have a unique name or number code to identify that account holder from every credit card or E-Money payment they make around.

Let me briefly explain it in a simple way, how this MEMT/MEMT monetary security measure can completely root-Out crime specially the terrorism. Money is very important for people to make a living in today’s world this includes the terrorist. They may live in seclusion a separate cell life; however they need money for whole lot of purposes to accomplish their terrorist attack. Money to hire or rent a separate place to stay also to plan, assemble and carry out their terrorist activities. Money to buy food, necessary things, essential services, travel and transport. Most important above they need a money income source that most likely coming from a terrorist finance to support all these activity! Apart from money, the phone contact number remains most essential for the terrorist to successfully run their operations.

Now, in a MBID/MEMT monetary security system all money transactions, (except very small amounts) needs to be conducted through the bank to bank accounts having biometric identity. Not to mention, all bank money deposits (salaries for example) and withdrawals (payments) conducted electronically by E-money directly from the bank to the bank account. In case any one wants to make a CASH deposit or withdrawal above a given amount in the banks, it would be subjected to thorough enquiry about all its sources accounts and receipts. In this system Although a small amount of cash money transaction is allowed without question, nevertheless all the traders or shoppers encouraged to conduct all their selling and buying even of small amounts by the E-money, credit card specially when it comes to strangers so to make it secure.

Here I should most importantly mention, money and phone are the two most important life lines that sustains terrorist network. Therefore every phone number (which includes buying the phone, its SIM card, its recharge payment etc.) in this system needs to have its owners bank account number code mentioned in its phone company records as well the phone number in the bank account, which brought that phone. Also the public records like, school document, certificates, licenses, ownership registration, of valuable property, buying of sensitive materials all should necessarily have the person’s bank account number code along with the name and addresses in the records.

So in the event of a crime, the government law enforcement agencies
suspecting any peoples involvement in that crime, can now easily get those peoples bank account number code and the phone number(s) from any of the purchases they have made from their credit card or the E-money transaction or from the public records. This can start with any of the houses or places they hired or rented by its landowners bank account. Also from the neighboring shopper’s trader’s bank accounts where they purchased things services using their credit cards. Also the public records. Not to mention the purchases of incriminating things, explosive devises, etc left behind the terrorist attack scene which in this system linked to its bank account payment.

Once the investigation agencies finds out the suspects bank account number code from any one of the E-money transaction in any of the corners landowners, shoppers, public records etc., it would become very easy for them having proper legal (court) order to go into the suspects bank account and check in all the past (days, weeks, months even years) money transaction. That records can concretely point out the persons past every days activity, where he stayed the places he traveled, shops from where he/she purchased things materials. Even the absence of money transaction up to a length of period can reveal many things to the investigators by tallying it with the person’s day to day needs and requirements!

In this entire investigation process it is possible to keep the suspect completely out and away from knowing about he is being suspected and investigated! This on the one hand saves the person and his near and dear once from the unnecessary emotional upset, mental trauma if he is innocent. Most important of all is that it allows the unsuspecting person to continue with money transaction that would help the investigators tremendously in many ways to determine the person’s innocence or the guilt! If their suspicion confirmed it would enable them to gather more concrete evidences by keeping complete watch over the person’s daily activity movement all the contacts that he/she comes across. The phone numbers he/she talks to and most importantly the bank account that send money (terrorist finance) to his bank account. All these information collectively can finally succeed in uncovering the entire terrorist network! All this time the agencies need not talk to the suspect let alone taking him into custody for degrading interrogation, narco-test and the torture to that needs to be totally banned!

Now let me apply this to the concrete case of the Marriott Hotel bomb blast. The authorities probably as usual have hundreds of names, places and things of the suspects. Now, if there was a MEMT/MBID monetary security economic system in place then the investigation agencies would have easily found out all the suspected persons bank account (Credit Card) number code, also their phone numbers callers details and all its contact numbers all such details by any single E-money transaction they have made anywhere around by the way that I explained earlier. Thereby obviously (with proper legal authorization) they have checked the suspects all the past money transaction records in all the banks in which they have accounts. It would concretely point out all the houses, hotels, rooms where they stayed, places they traveled, the shops where they purchased those explosive materials, the gas station where they bought petrol to the vehicle finally used in that suicide bomb attack.

Now one may argue that criminals particularly the terrorists would not use or mostly avoid the E-Money Transaction or the credit card payment, so leave no concrete evidence of their past main activities, getting recorded in it. However in a MEMT/MEMT monetary system it will become most difficult for an adult person to hide or cover up their past by not using their credit card E-money transaction. Any absence of such money transaction in and adult persons bank account in itself could provide some strong evidence something seriously wrong! The absence of it obviously proves that there must be some one else paying the entire expense of this person. Food, travel, essential services and other necessary items. The main reason could be this person seriously ill! If not then obviously the other person also comes under the suspicion and their bank account money transaction checked to see if there is any corroborating evidences.

Today the government very much uses the Information Technology security features in all electronic communication fields. Cell phone, computer internet all have them. As a result the investigation agencies able to find out the records of phone calls, email post of the suspected people. Electronic surveillance CC cameras installed in every important sensitive places so the one can recover back the recorded images and the suspected persons in the event of crime. The public accepts these electronic security measures as providing people with the social security and safety. Now the Information Technology (IT) today in the form of this MEMT/MBID monetary measures provides to the worlds Governments with this opportunity to completely root-out terrorism. What really needed is the political will to get it done.

However to bring in a fully pledged MEMT/MBID system would be a very difficult for any government. Therefore in the preliminary stages I urge the governments first to bring Mandatory Biometric Identity (MBID) in all bank accounts and make E-Money obligatory in the payment/receipts of important sensitive things services like, phone, valuable assets, weapons, gas, large sums of money deposits and withdrawals in the bank etc. It is the first and foremost important IT anticorruption monetary measure and capable of of significantly reducing corruption, money laundering and with it breaking down the backbone of the terrorist and specially their financing network. This MBID is far more easier for any governments to adopt. The limited space of this article does not allow me to go into its details. IT To Root-Out Counterfeit Currency

This document initially prompted by the news report of RBI decision to withdraw the currency notes of the year 1996 and 2000 to curtail the circulation of counterfeit currencies, reported in the media 28th August 2008.

Counterfeit currencies are the nightmares of common people. It is very difficult for people to commonly distinguish (in a non-embarrassing normal glance) the fake from the genuine notes even for the professionals. It is a major headache for the Governments, sabotaging the economy and pose a serious threat to the national security. The menace of the fake currencies increase as the advancement of printing technology made widely available.

Prevention of counterfeit currencies in circulation is the Governments main responsibility. However by the time the law enforcement catch the culprits most of the fake notes already out in the circulation! Not to mention the main culprits never been caught as the counterfeit rackets many times run by big criminal gangs, powerful mafia’s. Even Governments sponsoring terrorism said to be involved to finance the terrorism and destabilize the other countries.

In our technologically advancing world today the Governments tries hard to prevent the menace of counterfeit currencies by brining in more and more sophisticated currency papers, printing designs also by allocating more financial resources in the counterfeit currency detection and law enforcement catching the culprits. However the menace still continues more or less as it did before!

What is needed in my view is to bring in an entirely new kind of innovative trading technological (IT) approach that would make the existence of the counterfeit money in the economy virtually impossible! -- You believe it or not, this new kind of innovative technology IT solution already exists and very much in practice in our business trading! What is really needed is the Government needs to have the Political Will to implement it more and more widely in the business trade by making it obligatory!

Let me explain the above mentioned IT solution to root-out counterfeit currencies briefly. Most of us today know about doing trade, business, money exchange by the use of “Credit Card”. In which the money transaction between the two parties made directly through their bank to bank accounts by the aid of Electronic (credit card) money transfer. This completely takes away the need of exchange of the paper notes between the two trading party so any involvement or existence of the counterfeit currencies in this money transaction!

In our business world today this Electronic or E-money (credit card) transaction very much in practice what is needed is the government to promote it by encouraging people to trade through the credit card instead of the cash currency especially when it comes to the big amount than make such trade obligatory. I name it as the Mandatory Electronic Money Transaction (MEMT) in my paper document titled: “IT To Root-Out Corruption”. (Search the title in the web.)

The MEMT in the trade or business can root-out most of the economic crimes, corruption prevailing in our world. The major among them of tax evasion (fraud), bribery, money embezzlement etc. Elimination of counterfeit currency is just one among the many economic crime that it can most easily accomplish. However the main point in this is it can accomplish this task in its given area with total success that conventional counterfeit prevention measures could never achieve.

Bring In Mandatory Biometric Identity (MBID) In All Bank Accounts

In the "IT To Root-Out Corruption" my first and foremost pressing appeal to all, specially to the national Governments is to bring in a policy of Compulsory or Mandatory Biometric Identity (MBID) in all bank accounts along with the name address and signature. Most importantly it should be extended to the ownership registration records of valuable property, assets by mandating all the important high amount of money transactions transfers, payments, receipts should be made only through the MBID enabled bank to the bank accounts for the income-tax-return-file and other legal purposes. (In fact, I am told such bank to bank payment guideline regulations, laws exist even today except the MBID in it so the laws remains mostly ineffective in its anti-corruption purpose.) Already, the Government for security reasons makes people to register themselves with their biometric identity for obtaining, passports, voter’s identity, driver’s licenses etc, mainly to prevent the identity fraud, and other crimes. --The MBID has already entered into the financial system in the online money transaction through the cell phone market in quite a big way for secure payment by a technology called Near Field Communication (NFC). In fact now a days a fully developed biometric identity (finger print, face iris recognition including the photo) considered to be a very important requirement to get this credit card account to prevent the identity theft and the bank account money fraud. Now extending it in all the bank accounts won't be that difficult, actually it seems to be a long overdue in view of the security needs involved.

MBID Counterpart: Name Address and Signature:

Considering the great importance of the MBID in the matters of personal surety, security let me elaborate it more in this section by comparing it with its conventional counterpart: name, address and the signature. In our growing e-commerce, business world today, more and more money transactions conducted through the bank-to-bank accounts. Credit card money becoming more common. People have the freedom and perhaps the need to have multiple bank accounts in as many banks and own properties all over the country with a name address and signature as its owners identity.

Now the major problem of a given name address and signature is, it remains unreliable thus becomes infeasible for the corruption investigation agencies to distinctly identify and find out ALL the bank accounts, assets, properties of a individual having under this security “promise” of a “name” address and signature that they find in all the banks records. It is almost impossible for them to know among those hundreds of millions of bank accounts, which they come across in their nations banks accounts random search, how many of them belong or connected to the same individual! Because there can be thousands of individuals genuinely having the same name or a person may have several changes, “alias” in his/her name, address in different bank accounts. This provides the criminals the great opportunity to thoroughly misuse it by registering under the fake, false or bogus name, address and signature thus able to carry out their illicit money transactions (payments, receipts) through it, specially the money laundering which is known to also involved in the terrorist financing among the other crimes and mostly get away with it with total immunity!

However bringing in a MBID in all bank accounts can completely put an end to all such indistinguishable, fake, bogus, bank accounts. So when an investigation of economic crime, corruption ordered, the agency can distinctly find out all the bank accounts a person/organization having in every banks all over the county and outside, all its money, assets transactions, in-and-out. There will be absolutely no chances of mistaking the person! Let me explain it in this way; today a person is basically identified by the name, signature and the addresses mostly for all-purpose. However searching and identifying all the bank accounts and assets of a person accused of the economic crime relaying on this illusive name, signature and address so far remains mostly a futile task. Because there can be thousands of people genuinely having the same name or a person may have several alias names address in different bank accounts. They mostly remain indistinguishable, genuine or the bogus!-- However by adding the biometric identity to the bank accounts name and addresses, its owners identity becomes absolutely certain with this concrete biometric evidence or the proof. So one can accurately pinpoint the person and find out all his/her bank accounts properties, assets, wealth in seconds!--- It is impossible for any one to register themselves under a fake biometric identity. Therefore it is most important to make it mandatory along with the name address and signature in the sensitive security, surety, matters that includes bank accounts and extending it into the property, assets ownership.

Of course it won't be as effective without the Mandatory Electronic Money Transaction (MEMT) i.e. making all money transactions (payments receipts) above a given amount only through bank to bank, which is the second IT Anti-Corruption Monetary Measure. Nevertheless this MBID is its perquisite and above all is far more practical, PRAGMATIC, easier to implement compared to the other anti-corruption monetary measures. It can significantly deter the economic crimes so reduce the corruption and necessarily lead into the future fully pledged MBID/MEMT system in which most of the crimes including the terrorism that as we see it today can be gets eliminated.

Two Main IT Anti-Corruption Monetary Measures.

Before going into this “Two Main IT Anti-Corruption Monetary Measures”, let me start with the abstract of this entire “IT To Root-Out Corruption” main text first. Most of the economic crimes, corruptions occurs mainly due to the surreptitious, illicit or the hidden money transactions that escape from the public, legal scrutiny. Now the good news is that the Information Technology (IT) today with its innovative digital or the “electronic money transaction” if made mandatory with biometric identity, enables the Government to root-out most economic crimes, known as corruption. It all basically stands upon two main “IT Anti-Corruption Monetary Measures”, which I present in the following:

1).Introduce Mandatory Biometric Identity (MBID) in All Bank Accounts: The first and foremost important IT Anti-Corruption Monetary Measure that I call upon is to introduce a compulsory or Mandatory Biometric Identity (MBID) along with the name address and signature in all bank accounts. Thereupon it should be extended into the ownership of valuable properties or assets.

The most important principle of having a MBID for securing or obtaining the bank accounts is first of all to prevent the fake or bogus identity fraud in it. With the MBID one can immediately identify and find out every bank, financial accounts of a (any) person accused of committing an economic crime (be it a tax evasion, bribery, embezzlement and the whole range of it including terrorist financing). Searching it out with a pin-point (BID) accuracy among those banks, properties billions or trillions of records. It is impossible to anyone to fake their Biometric Identity. So the MBID in all bank accounts is the most important perquisite to root-out corruption.

2). Promote Mandatory Electronic Money Transaction (MEMT) Against Cash Currency: Make it mandatory or obligatory on all people to conduct their every money receipt/payment above a given amount in the form of electronic money transaction through their bank accounts, replacing the old traditional cash paper currency. Most importantly in case people make the cash currency deposits or withdrawals above the given amount then it should undergo enquiry about its detailed accounts and bills. Also the payments for things, services, materials pertaining to important security matters (cell phones, credit cards, recharge, rentals, travels, weapons, explosives etc.) should be only conducted through the e-money or the credit card even its amount remains below the given mandatory money transaction sum. In this MEMT setup, the money payment in bank cheques (Check) to others accounts by all means remains perfectly legitimate.

To make the MEMT more effective as an extension, the Governments needs to phase-out or gradually withdraw the higher denomination currencies from the public. The higher denominations currencies have been conveniently used or grossly misused or end up in committing most and major economic crimes. Besides the absent of it would greatly promote the MEMT due to its various contributing factors including the enquiry placed on the cash currency deposit and withdrawals and the MEMT in the security matters. Most importantly however the banks should continue to have those higher denomination currencies even of very high values; a hundred thousand, million even a billion (Dollar, Euro etc) denomination currency bills. However they should be restricted mainly to exchange only between the banks, financial or the monetary institutions.

Make Biometric Identity Compulsory In All Bank Accounts:

Among the above two “IT Anti-Corruption Monetary Measures” first of all at present, my most important pressing appeal to all, specially to the national Governments, is to come forward in support of a policy to brining in a Compulsory or Mandatory Biometric Identity (MBID) in all bank accounts along with the name address and signature. Most importantly it should be extended to the ownership registration records of valuable property, assets by mandating all the important high amount of money transactions transfers, payments, receipts should be made only through the MBID enabled bank to the bank accounts for the income-tax-return-file and other legal purposes. Anti-Terrorism: MBID/MEMT To Track Down Terrorist:
Besides combating corruption, a fully pledged MBID/MEMT can also work as powerful Anti-terrorism machinery, which can tremendously help the government security agencies to track down the criminals specially the terrorist. When a terrorism investigation ordered, this system can concretely (electronically) trace back every day PHYSICAL movement, location, phone call, contact of the suspect based on his/her every day buying and the money payment for things, services, material that he /she had made, which includes any such things that the suspects left behind the crime scene. This MBID/MENT network leaves behind an unmistakable physical evidence electronic trail on whatever things it touches, which is impossible to get rid off. However This MBID/MEMT system is simply not possible without first establishing a MBID in all bank accounts.

Abstract: - This document basically contends that; ‘most of the economic crimes occurs mainly due to the surreptitious or illicit money transactions that escape from the public, legal scrutiny. Now the good news is that the Information Technology (IT) today with its innovative digital or the “electronic money transaction” if made mandatory with biometric identity, enables the Government to root-out most economic crimes, known as corruption. Introduction:

Thanks to the era of Information Technology (IT) that our world galloping in today. With its widespread broadband Internet connections it is ushering a new economic age of E-commerce, E-business. Most important in this regard is its innovative electronic or the E-money (“credit card” its partial form) transaction technology, in which the money payment/receipt in-between any two parties necessarily conducted through a “third party”, a bank or financial institution that provides this most important “financial service” and in the process all its “INFORMATION” gets instantly recorded and stored in this registered public institution. Under which it is impossible for any one to cheat, deny or hide the true accounts of their money and all its transactions from the public or legal scrutiny when authorized.

Traditional Reason For Hiding CASH Money -- Its Main Drawback:

Traditionally the genuine reason for people to keep their money hidden and not to display its true amounts to the public is to PROTECT it from getting stolen, burgled or looted. Most importantly the fear of getting robbed, or lost while carrying it around for the transaction. Nevertheless from ages the cash money remained indispensable or quintessential for the economy to conduct the value (commodity) exchange or the trade most efficiently. However today this newly emerging innovative IT of Electronic Money Transaction (EMT) can fulfill all the needs of the traditional CASH money transaction far more efficiently. Together with, it would entirely remove all such potential threats or the genuine fears of robbery, stealing, theft, by this revolutionary technological system.

By the way, the main draw back of the traditional cash money transaction is that it is impossible practically to keep and maintain the records, accounts of ALL cash money transactions for its legal, public scrutiny. Its paper and storage cost alone would be so enormous let alone its labour cost and other factors. It is only the IT today with its E-money transaction record keeping digital technology, practically enables us to accomplish it. This document marks its beginning.

Money Basically A Public TRUST:

Money is basically a public TRUST. It puts a social responsibility and the legal obligation on all those who owns it over and above a given limit that they should maintain and submit its truthful accounts before the designated public authorities for its due legal scrutiny and not to use it for unlawful, illicit purposes. However the conventional cash money delivery between any two parties got no such effective technology to monitor and record its movements and know all its location all the times to prevent it from getting misused. Thus it becomes possible for the unscrupulous individuals to totally hide it or submit its false accounting before the legal authorities in breach of its public trust, and engage into many kinds of its “misuse”, clandestine business practices, criminal use or the surreptitious money dealings.

Cash Money Hiding Ability Breeds Corruption:

Of course, most of the cash money transaction, business in our world conducted lawfully. However a significant number of this cash money amounting to enormous sums kept hidden away from the legal scrutiny or collected and employed unlawfully. The number one among is the ubiquitous economic crime of tax fraud or the evasion. Along with its cheating and depriving the public revenue it also puts the other people around in the money market competition into a very disadvantageous position thus pressurizes, encourages or tempts many among them also to commit that crime. Same is true with other economic crimes and the most notorious among is the extortion or the BRIBERY. There are number of such economic crimes that I will mention some of them in the latter sections. It is mainly due to the cash money (currency) basically having this “concealable” property that gives its possessor the ability to hide it from its legal scrutiny that could lead into its surreptitious transactions. So it begins to spoils the economic system, start to breed corruption. And the corruption breeds more corruption, crime begets crime.

Cyber Technology Also Can Prevent Most Economic Crimes:

The world today speeding fast into the cyber space economic age. Cell phones have become the integral part of peoples every day's life. However the nations money transaction system in majority still remains mainly in the centuries old printed paper cash currency money, which is getting more and more inefficient day by day in the face of the sheer volume of growing economy and its crimes boosted with its cyber technology. All of it getting out of the national governments control, many times spiraling into deep economic crisis’s. Poverty, Unemployment and the INFLATION. The public demands the government to control it, blames it for the failure and elects a new government. The new government comes with the promise to control it but no governments able to do it. Fortunately however now the same cyber technology that gives the worlds Governments the nightmare of growing economic crimes at the same time can also offer a great cyber technological solution to prevent most of it that I explain in the following.

Establishing A MANDATORY Electronic Money Transaction (MEMT) System:
The emerging electronic or the credit card money transaction if pursued deeply and by legislation made mandatory in all money payments and receipts above a given sum, could provide the most effective technological device and the great historical opportunity for the Government to eradicate most of the unlawful or “illicit” money transactions or the corruption.

Under this Mandatory Electronic Money Transaction (MEMT) economic system all commerce trade, business, buying and selling, in the super markets, shops trading goods or any commodities (except in very small trade dealing in small amounts in smallest denominations, in coins) should be made only through the medium of the electronic money. Similarly all wages, salaries, services, incomes, profit, earnings, bills, receipts/payments, deposits made in the same e-money form.

In fact establishing a MEMT based economic system not only possible but also it is INEVITABLE! Its fundamental technologies already in place. Experts predict “Cashless Future” (see its web link in the Recommended reading at the end). In the coming years more and more people begin to conduct their everyday money receipts and payments in electronic transaction. Most importantly the ubiquitous cell phones going to play a major role in this matter. Equipped with a electronic money transaction feature called “Near Field Communication” (NFC), they are entering the market in a big way. These cell phones conduct every day money transactions through its secure biometric password crucial in preventing the accounts identity fraud. This in turn will bring in a basic TRANSPARENCY in all its money transactions. Indeed a biometric password or the “identity” is the essential “PREREQUISITE” for the establishment of a MEMT economic system, which I come to explain in the next section.

A Biometric Identity (BID) For Securing All Bank Financial Accounts:
The MEMT economic system most importantly requires all people in a nation should have a single universal Social SURETY Number (USSN) based on their Biometric Identity (BID) mainly for securing or ensuring all their bank financial accounts. Of course, a person may have a number of accounts in several banks at any places in the nation but they all should basically identified with their single undeniable BID along with their name address and signature in the central USSN office. First and foremost, it should have the basic authority to access the nations each individuals existing bank financial accounts when needed (ordered) for the legal investigation of economic crimes. Together with that authority, it should also have the prime responsibility providing the basic social security, employment or the minimum income guaranty, health insurance, educational aid for every one specially for the weaker sections of the society. Importantly as well, all the tax eligible people, businesses in the nation should submit their total annual income, including the property accounts (like filing income tax return forms) and pay all their taxes under its jurisdiction. Be it the nations top leaders, presidents, prime ministers, corporate tycoons, CEO’s, down to the common man. All should come under this network of the USSN office jurisdiction system.

This BID security over the financial accounts also needs to be applied to all fields of valuable commodity transaction, exchange or the handover including exchange of gift, donations, helps (commodities above a given value) property ownership transfer etc. No barter trade of property, precious metals, valuable artifacts should be allowed. All valuable items a person, organizations, institutions owning registered as property with its records under the USSN’s income tax office.

Such a mandatory electronic money transaction economic system operating under the USSN network that keeps accounts of almost every money transaction would make all individuals and the businesses financial accounts completely open or transparent before the legal or the public scrutiny. It would basically dissuade or deter people from engaging in any of the economic crimes or corruptions because that essentially leaves the electronic money trail as clear evidence that could be impossible for any one to get rid off.

Some Main Economic Crimes It Could Prevent:

Tax fraud and the bribery are the two major economic crimes that this MEMT can undoubtedly prevent. Apart from it, the counterfeit money, money-laundering, ransom money, the cash money robbery/theft/ stealing, etc., will become a thing of the fast in a fully pledged MEMT system where there is absolutely no printed paper Cash currency money to carry it out in the first place! Black marketing, illegal hording, all kinds of smuggling, trafficking, illegal drugs, weapons, mafia, ‘Terrorist Finance’ etc., accounts will get mostly exposed with pin-accuracy under the BID based MEMT economic system (explained above) so those culprits days will be numbered.

Credit card fraud/fake/theft, or the fear of getting it lost and its misuse mostly will disappear. With its BIDN/MEMT network system in place it would be highly difficult for the fraudsters to buy things online with complete anonymity or to commit any of the credit card crimes and to get away with it. After all in such electronic money network system all proceeding money transactions can be immediately traced back to its preceding accounts and all the other accounts that transacted with it would reveal its all round true connections.

Corporate business scams, misappropriation of public funds, developmental project money embezzlement, poverty scheme money swindling, buying of the bureaucracy, police, judiciary, politician for money, none can escape from this constantly vigilant digital money surveillance or scanning technology. On the other hand it could also prevent those malicious, false accusations, allegations of economic crime, corruptions.

It is not possible for me to list out all those economic crimes that it can prevent, in this document. Nevertheless I should finally mention a most important point briefly in this regard. The root-cause of most of the property crimes, murders, sex crimes, social injustices, environmental degradation, violent retaliations many (if not most) times, motivated by or against the surreptitious or the shrouded money transactions that the traditional cash money transaction economic system allows. Replacing it with this new and transparent MEMT economic system can greatly prevent it. Besides all of which, as a bonus, it can also provide the government with an entirely new kind of financial control device to check inflation, stock market crash etc economic crisis's. Not to mention, many (if not most) times the main cause of it lies in the corrupt or unscrupulous trading practices.

Poverty Eradication Achievable Within Few Years:

Poverty eradication would become a definitely possible and achievable goal under this MEMT system within a few years. First of all as I mentioned it before, the prime responsibility of the USSN is to provide the basic social security, employment, the minimum income guaranty, basic food, shelter, education health for all people and the government will have enough money needed to do it. Just imagine the amount of money when almost all tax revenues gets collected by the prevention of all the tax evasion or the fraud alone! It could provide more than enough money for poverty eradication programs. At the same time the USSN system with it biometric ID, would mostly prevent the unscrupulous people from swindling the welfare aid money in the name of poor. Moreover when the basic ground of all those economic crimes gets removed, most of the money that used to drain into that corruption channel, now redirected into the legal economy and into the social developmental programs.

Legitimate Businesses Nothing To Fear:

People who conduct honest, responsible business practices have nothing to fear from this MEMT economic system. In fact, it can very much fulfill the vision of the UN Human Rights Principles particularly the UN Global Compact tenth Principle, which specifically sates: “ Businesses should work against corruption in all its forms, including extortion and bribery”. Responsible businesses would rather greatly benefit from it, because it would create a very conducive atmosphere to practice a corruption free, progressive economy in the absent of the corrupt, criminal business practices (tax fraud, bribe, extortion, etc.) as the latter are the worst enemies of the honest businesses. Most important of all is that there will be no restrictions or limits imposed on people in their legitimate money earnings; profit making or owning money or property of any huge amounts. One can be a billionaire or a trillionear, provided all their businesses money transaction remain transparent under, the MEMT and that information remains open to the democratic public, USSN's legal scrutiny. In fact the Government should encourage businesses, small and big, by providing them with more opportunities, removing many of those trade barriers, hurdles and most importantly by lowering the taxes.

Only Unscrupulous People Will Get Terrified:

It is only the unscrupulous people who engage in the economic crimes, corruptions, illicit business, will get terrified of it because this MEMT leaves behind the concrete records of the electronic money trail as clear as day the light so they can no longer cover-up its tracks and conceal their crimes, so will be caught with its clear evident get duly prosecuted and sent to prison.

Both Are Complimentary For Each Others Success:

Of course this MEMT economic system perhaps would be very difficult to introduce in its infant or initial stages. It also depends up on place-to-place and countries to countries. It will depend on their social economic and the political system and its development. Nevertheless it is far simpler and easier to implement effectively instead of those tens of thousands and legally cumbersome anti-corruption laws! The fundamental difference between the two is that the MEMT is a single wholesome technological solution based on almost fail-safe advanced technology while the latter are hundreds of years old antiquated legal solutions so much fraught with numerous human error and complications. Surprisingly however now they both seems complimentary for each success in the future.

Two Main IT Anti-Corruption Monetary Measures:

Let me begin this once again with the abstract of this entire “IT To Root-Out Corruption” main text first. Most of the economic crimes, corruptions occurs mainly due to the surreptitious, illicit or the hidden money transactions that escape from the public, legal scrutiny. Now the good news is that the Information Technology (IT) today with its innovative digital or the “electronic money transaction” if made mandatory with biometric identity, enables the Government to root-out most economic crimes, known as corruption. It all basically stands upon two main “IT Anti-Corruption Monetary Measures”, which I present in the following:

1).Introduce Mandatory Biometric Identity (MBID) in All Bank Accounts:- The first and foremost important IT Anti-Corruption Monetary Measure that I call upon is to introduce a compulsory or Mandatory Biometric Identity (MBID) along with the name address and signature in all bank accounts.
Thereupon it should be extended into the ownership of valuable properties or assets.

The most important principle of having a MBID for securing or obtaining the bank accounts is first of all to prevent the fake or bogus identity fraud in it. With the MBID one can immediately identify and find out every bank, financial accounts of a (any) person accused of committing an economic crime (be it a tax evasion, bribery, embezzlement and the whole range of it including terrorist financing). Searching it out with a pin-point (BID) accuracy among those banks, properties billions or trillions of records. It is impossible to anyone to fake their Biometric Identity. So the MBID in all bank accounts is the most important perquisite to root-out corruption.

2). Promote Mandatory Electronic Money Transaction (MEMT) Against Cash Currency:- Make it mandatory or obligatory on all people to conduct their every money receipt/payment above a given amount in the form of electronic money transaction through their bank accounts, replacing the old traditional cash paper currency. Most importantly in case they make the cash currency deposits or withdrawals above the given amount then it should undergo enquiry about its detailed accounts and bills. Also the payments for things, services, materials pertaining to important security matters (cell phones, credit cards, recharge, rentals, travels, weapons, explosives etc.) should be only conducted through the e-money or the credit card even its amount remains below the given mandatory money transaction sum. In this MEMT setup, the money payment in bank cheques (Check) to others accounts by all means remains perfectly legitimate.

To make the MEMT more effective as an extension, the Governments needs to phase-out or gradually withdraw the higher denomination currencies from the public. The higher denominations currencies have been conveniently used or grossly misused or end up in committing most and major economic crimes. Besides the absent of it would greatly promote the MEMT due to its various contributing factors including the enquiry placed on the cash currency deposit and withdrawals and the MEMT in the security matters. Most importantly however the banks should continue to have those higher denomination currencies even of very high values; a hundred thousand, million even a billion (Dollar, Euro etc) denomination currency bills. However they should be restricted mainly to exchange only between the banks, financial or the monetary institutions.

Make Biometric Identity Compulsory In All Bank Accounts:

Among the above two “IT Anti-Corruption Monetary Measures” first of all at present, my most important pressing appeal to all, specially to the national Governments, is to come forward in support of a policy to brining in a Compulsory or Mandatory Biometric Identity (MBID) in all bank accounts along with the name address and signature. Most importantly it should be extended to the ownership registration records of valuable property, assets by mandating all the important high amount of money transactions transfers, payments, receipts should be made only through the MBID enabled bank to the bank accounts for the income-tax-return-file and other legal purposes. (In fact, I am told such bank to bank payment guideline regulations, laws exist even today except the MBID in it so the laws remains mostly ineffective in its anti-corruption purpose.) Already, the Government for security reasons makes people to register themselves with their biometric identity for obtaining, passports, voter’s identity, driver’s licenses etc, mainly to prevent the identity fraud, and other crimes. -- The MBID has already entered into the financial system in the online money transaction through the cell phone market in quite a big way for secure payment by a technology called Near Field Communication (NFC). In fact now a days a fully developed biometric identity (finger print, face iris recognition including the photo) considered to be a very important requirement to get this credit card account to prevent the identity theft and the bank account money fraud. Now extending it in all the bank accounts won't be that difficult, actually it seems to be a long overdue in view of the security needs involved.

Of course it won't be as effective without the Mandatory Electronic Money Transaction (MEMT) i.e. making all money transactions (payments receipts) above a given amount only through bank to bank, which is the second IT Anti-Corruption Monetary Measure. Nevertheless this MBID is its perquisite and above all is far more practical, PRAGMATIC, easier to implement compared to the other anti-corruption monetary measures. It can significantly deter the economic crimes so reduce the corruption and necessarily lead into the future fully pledged MBID/MEMT system in which most of the crimes including the terrorism that as we see it today can be eliminated. Some of it explained in the following section.

Anti-Terrorism: MBID/MEMT To Track Down Terrorist:

Besides combating corruption, a fully pledged MBID/MEMT can also work as powerful Anti-terrorism machinery, which can tremendously help the government security agencies to track down the criminals specially the terrorist. When a terrorism investigation ordered, this system can concretely (electronically) trace back every day PHYSICAL movement, location, phone call, contact of the suspect based on his/her every day buying and the money payment for things, services, material that he /she had made, which includes any such things that the suspects left behind the crime scene. This MBID/MENT network leaves behind an unmistakable physical evidence electronic trail on whatever things it touches, which is impossible to get rid off. However This MBID/MEMT system is simply not possible without first establishing a MBID in all bank accounts.

Political Will To Get It Done:

It would not intrude in the peoples private or personal life compared with the other electronic devices that are being used in social security for ex; the CC camera's. It would be more like people having a most important cell-phone ID number. There are already more stringent legislations in place that rules, laws that the citizens made to obey as they are legally obliged to submit all their property, money transactions, true accounts before the public or the legal authorities and not to engage in the economic crimes. Today there exist this innovative electronic credit card digital or E-money transaction technology to make it happen. It is now for all the people to see to it that this innovative IT develops to its fullest productive potential that includes its deployment in the prevention of almost all economic crimes, corruptions. What is really needed is the political will to get it done.

Future of Potential Growth:

Along with the Government its concerned legislatures, departments also the private sector mainly the financial institutions, banks, credit card companies combined with the E-commerce/business, online companies, IT biometric sector, have to take the pivotal role in the construction of the building blocks of this system. They will have the enormous potential for growth and a great social responsibility as well to encourage people to participate more and more into this MENT economic system of the future.

A SOCIALIST Revolution Without the Abolition of PRIVATE PROPERTY:

Abolition of cash (paper) currency money and making all money transaction in electronic would bring in a more “just” economic system. A new kind of Democratic Republic Socialist Revolution without the abolition of 'private ownership of means of production' or the "Private Property". A blend of benevolent capitalism and socialism.

Three Monetary Measures to Curb INFLATION

The world economy today undergoing sever high inflation. The poor are the hardest hit. Now under the “IT To Root-Out Corruption” perspective (see its main document in this blog dated June 2, 2008.) is its further extension in which let me explain how it can possibly curb the high inflation.

The primary cause of the price rise may be a genuine shortage of some essential commodity (food, oil, water etc) that triggers the high inflation. As quickly the corruption seizes the opportunity making the problem far worse! Large stocks of money can suddenly appear, illegally hording those goods. Subsequently as a result massive amounts of the consumers money go chasing after those scarce commodities land into those profiteers pocket. Made and kept illegitimately hidden (tax fraud) from the legal scrutiny, they are most likely to be employed in money-laundering bribery, or the illicit money transaction as a whole. All of it happens basically due to the absent of the WHEREABOUTS of those large sums of money. In other words, the government having no access to the information of the location and other necessary details of this significant part of the nations money, which along with its corruption brings in great volatility, instability, severe economic crisis that includes high inflation. In contrast, the three anti-corruption monetary measures or the MEMT enables the government to have all the bank accounts electronic money transaction records, thereby to know the exact WHEREABOUTS and the amounts of every large sums of money deposits at all times. So it is not possible for the unscrupulous people to keep the money illegitimately hidden and engage in its illicit transactions or that to go undetected in the MEMT system. This would bring in basic transparency in all financial accounts, which is the most essential key weapon to eliminate the economic crimes corruption as it also fuels the high inflation at times. Quite apart, the MEMT also provides the government with an entirely new kind of
financial device to have a strong monetary control to mitigate the inflation or the other economic crisis's.

India: Shoveling for their supper

The world's biggest public-works project just got bigger. In some places it is working better than many feared; but by no means everywhere.

OUTSIDE Ajit Pura village, in India's ari d state of Rajasthan, 42 women and a man scrape earth into panniers, hoist the panniers to their heads, and walk the contents up to a low embankment rising on the edge of the work-site. It is designed to slow the passage of monsoon flood-water, encouraging more of the precious liquid to infiltrate Ajit Pura's dusty soil. This should help irrigate just a few peasant plots for a year or two, before the embankment is washed away. And yet, modest as that sounds, to some development wonks this site is revolutionary.

Its creation was a policy cornerstone of the coalition government led by the Congress party: a guarantee of 100 days' employment on public works each year to any rural household that requests it. As an eye-catching promise—in a country where some 260m exist below the poverty line—it helped Congress win power in 2004. And with an eye to India's next general election, due by May 2009, the party's leaders are now making brave claims for its success. Last year, operating in 330 districts, the “National Rural Employment Guarantee Scheme” (NREGS) provided 30m families with an average of 43 days' work. This month, to much fanfare, NREGSwent India-wide.

India has a history of rotten public-works schemes. At best, these have produced nothing of much value: Rajasthan, a drought-prone region, is littered with their residue: ditches and dykes as mysterious in function as crop circles. Worse, public-works budgets have made easy plunder for corrupt officials. By Congress's own rule of thumb—attributed to Rajiv Gandhi, the party's murdered leader, in the 1980s and since parroted by activist and politician alike—85% of welfare spending fails to reach its intended recipients.

To devotees of the scheme, including several fiery campaigners who helped design it, NREGS is different: above all, because its provisions are enshrined in the law. Wherever it applies, Indians may demand employment as their right. If it is not provided within 15 days, they are entitled to receive unemployment benefit. What is more, many safeguards have been written into the scheme, in an effort to make it more transparent and less misused than its predecessors. To exorcise ghost workers, NREGS muster rolls are read aloud at work-sites each morning. Many of these lists are available online. To chase away dodgy contractors—a main beneficiary of some works projects—at least 60% of the funds devoted to NREGS must be spent on wages for manual labourers.

Another beauty of the scheme, for its supporters, is that these poor folk are self-selecting: only a genuinely needy man would be likely to labour under an Indian sun for 60 rupees ($1.50) a day, the national minimum wage stipulated under NREGS. In tandem with one or two other recent efforts to hold the underperforming Indian state to account—for example, a right to information law, passed in 2005—NREGS represents for some starry-eyed acolytes the basis for a social-security system in a country that has more poor people than any other.

In Rajasthan, at least, it is working well. With its history of public works, and with fairly well-established local governments to run the scheme, the state last year came closer to honouring its prescriptions than any other. In the fiscal year that ended this March, Rajasthan provided an average of 85 days' work to some 2m households, a threefold increase in public-works employment offered by the state.

Better still, in Rajasthan NREGS employees came mostly from India's poorest groups: including 19% from dalit (formerly “untouchable”) castes, and 46% from tribal groups. Nearly 70% were women. Earning 73 rupees for a day's labour—the minimum wage set by the state—they did better than their sisters working in agriculture. In 2005 the average agricultural wage for women in Rajasthan was 48 rupees a day.

In Ajit Pura, in Rajasthan's southern district of Jalor, these benefits are manifest. According to the muster roll displayed at its work-site, 19 of the 43 workers belong to marginalised groups. They include the only man, Rajesh Harijan, from the Hindu sweeper caste, who shares street-sweeping duties in the village with his brother, rotating annually. The brothers are paid for this with sporadic gifts of bread.Victory for digging.

Another shoveller, Hiri Bawari, presents an even starker vindication of the scheme. As a temporary crutch for agricultural labourers, NREGS was designed to tide them over the lean season between sowing and reaping, and thus stanch temporary migrations to India's cities. Thereby, it is hoped, NREGS should ensure that the education of rural children is not disrupted—and in the case of Ms Bawari's children, that is so. A resident of Ajit Pura, she used to migrate to Punjab and Haryana, making and hawking plaster statues of Hindu gods. Together, Ms Bawari, her husband and their ten-year-old son used to earn 50 rupees a day for this work. Now she earns 73 rupees. Her husband earns 100 rupees as a farm labourer (happily, local wage-rates have risen, allegedly because of competition from NREGS). And the couple's three sons are in school.

It is a hopeful tale, but not typical. In a state that has embraced NREGS, Jalor is an especially well-run district. Its top official, or district magistrate, has made several improvements to the scheme—defying local mores, for example, by insisting that at least one-third of work-site foremen are women. Elsewhere, alas, NREGS frequently offers little obvious improvement on the rotten works schemes of the past.

Enthusiasm for NREGS among state governments has been patchy, with some of India's poorest and most populous states, such as Bihar and Jharkhand, slow to adopt it. Others have politicised NREGS, viewing it through the prism of their relations with the central government: Uttar Pradesh's 180m people, for example, saw no benefit from the scheme until mid-2007, when they elected a state government less hostile to the one in Delhi.

Even where the scheme is working well, it has hiccups. Jalor, for example, is supposed to have 27 locally hired engineers, to provide technical advice to the local governments. But, in a poor district, only five engineers can be found—of whom four have in fact been dragooned from other government service.

Elsewhere, a surfeit of pointless earth embankments is the least of the trouble. A report on NREGS by an autonomous government auditor, released in January, pinpointed many examples of error and abuse. Another, by researchers at Allahabad University, estimated that 33% of NREGS wages in Jharkhand were being trousered by corrupt officials (the government disputes this). Hardly any unemployment benefit has been paid to millions of people who are currently being denied all or part of their 100-day entitlement. India's rural development minister, Raghuvansh Prasad Singh, admits some of these “shortcomings”, which arise, he says, “because so many dishonest people are there”. But he is confident that, because of the transparency and checks in the scheme, the failings will be put right in a year or two.

That the states' bad behaviour makes NREGS so far neither national nor guaranteed does at least ease one big concern: its cost. This was originally projected at $11 billion a year. According to Mr Singh, however, though NREGS may overshoot its provisional budget of $4 billion this year, it is unlikely to cost more than $6 billion annually. Its opportunity cost may be another matter. According to a recent World Bank simulation, more Indian peasants would be withdrawn from poverty if the government just handed them cash—without first making them shovel dirt.

Came across a very interesting web site titled “Corruption” in http://wiki.lessig.org/index.php/ analyzing the subject matter on a very broad perspective, mostly on intellectual levels. In comparison the document “IT To Root Out Corruption”, stands on a simple commonsense logic offering a concert solution to eliminate most of it from our society.

In support of this Cashless (E-Cash) Technologies, I go one step further and claim that this amazing product of innovative Information Technology (IT) offers the humankind a great historical opportunity to root-out most of the economic crimes, corruption prevailing in our world today. To accomplish it,the Governments should establish a Mandatory Electronic Money (e-cash) Transaction (MEMT) in all business, payment/receipt.

Introduction:

Thanks to the era of Information Technology (IT) that our world galloping in today. With its wide-spread broadband internet connections it is ushering a new economic age of E-commerce, E-business. Most important in this regard is its innovative technology of revolutionary electronic credit card money transactions. In which the financial (bank) institutions provide the most important “financial service” of money transaction between any two parties, in the process its “information” gets instantly recorded and stored in this legally registered public institution under which it is impossible for any one to hide or manipulates the true accounts of their money and all its transactions from the public or legal scrutiny when authorized.

Traditional Reason For Hiding Money In CASH

Traditionally the genuine reason for people to keep their money hidden and not to display its true amounts to the public, is to PROTECT it from getting stolen or looted by the thief’s or the buglers! Most importantly the fear of getting robbed, or lost while carrying it around for the transaction. Nevertheless the cash money remained indispensable because it comes handy that very much in need to conduct efficient value transaction or the exchange. However now this innovative electronic money transaction technology can far more efficiently fulfill all the traditional CASH money transaction need. Together with, it would entirely remove all such potential threats or the genuine fears of the people in this matter.

Emerging Electronic Money Transaction Technology:

This emerging electronic money transaction echnology of buying,/selling, payment /receipt, deposits etc., if pursued deeply and made mandatory in all money transaction (except in very small trade dealing in very small amounts in smallest denominations, in coins) could provide the most effective TECHNIQUE and the great historical opportunity to eradicate almost all of the illicit money transaction so the economic crimes popularly known as “corruptions”.

Money Basically A Public TRUST:

Money is basically a public TRUST. (It is not any individuals personal trust or the property.) It puts a social responsibility and the legal obligation on all those who owns it that they should maintain and submit its truthful accounts before the designated public authorities for its legal scrutiny and not to use it for unlawful, illicit purposes. However the conventional cash money transaction between any two parties got no such effective tool or technology to monitor and record its movements and watch its location all the times to prevent it from getting misused. Thus it becomes possible for the unscrupulous individuals to totally hide it or submit its false accounting before the public trust, legal authorities and engage into many kinds of its “misuse”, corrupt business practices, criminal use or the illicit money dealings.

Tax Fraud Bribe Corruption Breeds Corruption:

Of course, most of the cash money transaction, business in our world conducted lawfully. However a significant number of this cash money amounting to enormous sums kept hidden away from the legal scrutiny or collected and employed unlawfully. The number one among is the ubiquitous economic crime of tax fraud or the evasion. Along with its cheating and depriving the public revenue it also puts the other people around in the money market competition into a very disadvantageous, vulnerable position thus pressurizes, encourages or tempts many among them also to commit that crime. Same is true with other economic crimes mainly the BRIBE. It spoils the entire economic system. Corruption breeds corruption crime begets crime.

Establishing MANDATORY Electronic Money Transaction:

By removing all the cash money transaction and brining in or establishing a system of mandatory electronic credit card in its place could revolutionize the entire economic system. Perhaps a credit card feature can be added into the cell phone so one can access or check their bank account, make money payments and deposits, any time with passwords in biometrics perhaps! Most important of all is (as I mentioned it before) this electronic technology makes sure that every money transactions between any parties gets duly recorded before the legally authorized money transaction service providing financial office that in turn could be made available to its democratic public, legal or the judicial scrutiny whenever authorized.

Social SURETY Number (SSN):

Under this system most importantly, all people in a nation should have a single Social SURETY Number (SSN) or call it ”Social Security Number” (SSN, already in place in some countries) registered in the nations central office that should keep all their bank money accounts. First of all it should have the basic responsibility of social security of providing some basic employment or the income guaranty for the poor (that also prevents stifling away money in the name of poor). Importantly as well, people above a given income bracket should submit annually their “property” accounts (like filing income tax return forms) under it. Be it the nations top leaders, presidents, prime ministers, corporate tycoons, CEO’s, down to the common man. All should come under this centralized electronic SSN network system.

SSN Network System Applied To All Fields:

This electronic or digital “exchange value” (money) account recording SSN network system also needs to be applied to all fields where valuable commodity transaction or handover takes place including exchange of gift, financial helps property ownership transfer etc. No barter trade of property, precious metals, valuable artifact should be allowed. All valuable items a person, organizations, institutions owning registered as property in the annual account and its records maintained under the SSN system mentioned before.

Electronic Money Trail Evidence impossible To Get Rid Off:

Business firms, super markets, shops, traders (except the very small one) buying and selling any products should conduct it only through the medium of the electronic credit card money service facilitating financial institutions, which comes under this SSN system. Similarly all wages, salaries, services, incomes, profit, earnings, bills, receipts/payments, deposits made in the electronic money form. Such a mandatory electronic credit card money transaction system open and transparent to the legal scrutiny basically deter people from engaging in any of the economic crimes because its essentially leaves the electronic money trail as a clear evidence that could be impossible for any one to get rid off.

Tax Fraud BRIBE Traced Back To its Electronic Money Trail

First of all, the tax fraud in this mandatory electronic money transaction economic system would become mostly impossible! Just imagine its great benefits to the society when almost all tax revenues gets collected. It could provide enough money for poverty eradication, public health care, education, infrastructure etc. Another major advantage of this mandatory electronic money transaction is unlike the cash money it would totally deter or prevent people from giving and taking BRIBES as it could be evidently traced back always to those individuals accounts so they get prosecuted with the concrete evidence of its electronic money transaction trail.

No Basic Ground for Any Economic Crimes Corruption:

The black money, money laundering, counterfeit money, ransom money demand, money robbery will have no basic grounds in the first place to commit those crimes as there are no such CASH money available to carry it out! All kinds of smuggling, trafficking, illegal drugs, weapons etc., mafia will have no hiding place to safely collect, hide or exchange their money. Credit card theft or the fear of getting it lost in a way become meaningless when the other cannot withdraw it in cash and stash it out. Credit card fraud, fake credit card accounts use not feasible as the other accounts that transacted with it would revel its all round connections. In the electronic money sphere all proceeding money transactions can be immediately traced back to its preceding accounts! Corporate business scams misappropriation of public funds, illegal money transfer, developmental project money embezzlement, poverty scheme corruption, buying of the bureaucracy, police, judiciary, politician for money can not escape from this constantly vigilant electronic money transaction scanning technology. It is not possible for me in this document to mention of all economic crime that it can prevent, but let me mention a unique thing that people think almost impossible to achieve, IT CAN MOSTLY PREVENT THE FALSE ACCUSATIONS OR ALLEGATIONS OF ECONOMIC CRIME, CORRUPTIONS. Finally, most property crimes, murders even the sex crimes would get discouraged or restrained in this system as they one way or the other, basically have their main motivations to commit it, rooted in the hidden cash money transaction.

Legal Businesses Nothing To Fear:

People who conduct all their business legally have nothing to fear from this mandatory electronic money transaction economic system. In fact, they would rather benefit from it greatly, because it would create a very good environment to conduct legal businesses, in the absent of the corrupt business practices (tax fraud, bribe, etc.) as they are the worst enemy of the legitimate businesses. Most important of all is that there will be no restrictions or limits on people in their legitimate money earnings, profit making or owning money or property of any huge amounts. One can be a bilinear or a trillionear, provided all their businesses money transaction, conducted through the electronic money that remains open to the democratic public, legal scrutiny. In fact the Government should encourage them by providing more opportunities, perhaps by lowering the taxes.

Only Unscrupulous People Will Get Terrified:

It is only the unscrupulous people who engage in the economic crimes, corruptions, illicit business, will get terrified of it because this mandatory electronic money transaction system leaves behind the electronic money trail as clear as day the light so they can no longer cover-up its tracks and conceal their crimes, so will be caught with its clear evident get duly prosecuted and sent to prison.

Political Will To Get It Done:

Hereby I appeal to all concerned individuals, groups organizations, political parties, law makers those who are very much concerned about prevention of the economic crimes to look into this matter. It would not interfere with peoples private or personal life. There are already legislations in place that rules that the citizens legally obliged to submit all their property, money true accounts before the public or the legal authorities. Today there exist this innovative electronic credit card money transaction technology that makes it very much possible so it can root-out almost all the economic crimes of the conventional cash money transaction system. What is really needed is the political will to get it done.

Both Are Interdependent For Each Others Success:

Of course this mandatory electronic money transaction economic system would be very difficult to introduce in its infant or initial stages. It also depends up on place to place and countries to countries. Nevertheless it is far more simpler and easier to effectively implement instead of those tens of thousands and legally cumbersome anti-corruption laws! The fundamental different between the two is that the former is a single technological solution based on almost fail-safe advanced technology while the latter are hundreds of years old legal solution so much fraught with numerous human error and complications. Surprisingly enough they both now seems “interdependent” for each other’s success in the future!

Socialist Revolution Without Abolition of PRIVATE PROPERTY:

Abolition of cash (paper) money and making all money transaction in electronic would bring in a more “just” economic system a somewhat a Socialist Revolution without the abolition of Private Property - that in the light of changing socialist ideologies that many of the countries may come to agree with.
